Scope of Job
The Associate Vice President for Construction is an integral part of the Campus Operations leadership team. The AVP is responsible for overall leadership, direction and coordination of the Construction department that provides planning, design, engineering, and construction services to UTRGV.

Description of Duties
  • Provides guidance as it relates to the campus master plan.
  • Provides leadership and direction for the university construction projects to ensure the university’s physical environment and assets align with the strategic mission, special focus will be on successful leadership for constructions projects for UTHealth RGV and the University Athletics department.
  • Directs the design and construction of large and small-scale construction and renovation projects including all aspects of assigned University capital improvement projects, from project programming through occupancy.
  • Guides the process of negotiation of construction contracts and assessing adherence to schedules, terms and conditions.
  • Performs other duties as assigned.
  • Provides the University with a safe and reliable learning environment and ensures the university is in compliance with all federal, state and university system policies related to environmental health & safety.
  • Coordinates daily with Facilities Maintenance and Operations in the development of the institution’s major repair and renovation (deferred maintenance) priorities as well as hardscape/landscape design. Maintains the campus master plan and ensures division follows all federal, state, local laws, safety and other risk management policies in performance of work.
  • Measures customer satisfaction and seeks to improve the customer experience through process improvement.
  • Acts as agent for the University in coordinating work with outside architects, engineers, consultants, contractors, University of Texas System, and other state agencies.
  • Fosters a collaborative, inclusive, collegial, and consensus-building relationship with colleagues based on competence, trust, and respect.
  • Oversees technical reviews for constructability, maintainability, efficiency and compliance with the University’s design and sustainability guidelines.
  • Develops and continuously reviews and evaluates short and long-range plans, conceptual designs, staffing, and capital outlay (budget) requirements for assigned area.
  • Establishes budget guidelines and prepares annual operating budget; implements and allocates resources following budget approval.
  • Ensures the collection and archiving of all relevant site, building and project documentation and data according to industry best practices.
  • Evaluates and assesses existing University specifications, standards, and expectations. Re-develops the document in partnership with the division leaders to be relevant and specific to UTRGV and current industry practices.
  • Ensures cross-functional coordination among units and effective communication and customer service with all stakeholders.
  • Organizes and manages the department to deliver projects on time, within budget and in accordance with industry best practices.

Required Education
Bachelor’s degree in Architecture, Engineering, Business Administration or related degree from an accredited university.

Required Experience
Ten (10) years’ experience in construction planning and design work; experience with construction and renovation of a broad variety of building types, mechanical and electrical systems, and construction delivery methods.

Equipment
Use of standard office equipment. Use of MS Office, AutoCAD and Revit, a thorough understanding of architectural and engineering drawings. Knowledge of design and construction procurement models including design/bid/build, construction management at risk (CMAR), design/build, and third-party developer project delivery.

Working Conditions
Needs to be able to successfully perform all required duties. Office Environment; some travel and weekend work is required. Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. UTRGV is a distributed institution, which requires presence at multiple locations throughout the Rio Grande Valley.
