Description

The Associate Programmer provides specialized expertise across several systems hardware, networking and/or software functions. Performs programming and technical support of systems and leads the planning and conversions for new hardware and software products. Customizes, installs, maintains, sets standards, and optimizes performance for systems in areas of expertise.

The Analytical Support for Office of People Analytics (OPA) contract provides analytical and IT support to plan and analyze Department of Defense (DoD)-wide surveys, interviews, and focus groups and to conduct in depth analysis using various data sources. OPA is part of the Defense Human Resources Activity (DHRA), a DoD Field Activity tasked with enabling DoD policy offices to make decisions based on sound administrative/personnel record data and survey data. OPA Health & Resilience (H&R) and Retention & Readiness (R&R) focus on providing these offices with scientific survey data and related focus group and interview data. Data is related to attitudes and opinions on a wide range of personnel issues across the entire DoD community or specific topics or populations of interest to policymakers (e.g., financial issues, sexual assault responders, military chaplains). This data is used to formulate, monitor, and refine policies and programs affecting the morale, health, well-being compensation, benefits, training, selection, assignments, readiness, and retention of DoD personnel and their families.

Primary Responsibilities

  • Produce ad hoc reports as requested
  • Work collaboratively with internal teams, supporting a variety of projects, and coordinating project deliverables
  • Discuss issues related to questionnaires with OPA clients and suggest solutions for the same
  • Ensure compliance with relevant corporate and government policies and standards
  • Ensure completion of written reports and team project activities
  • Support the design, development, and execution of large-scale surveys
  • Work with the engineering team to improve the quality of our surveys
  • Prepare internal or external communications that summarize research methods, interpret results, and
  • Identify and drive process improvements, including the creation of standard and ad-hoc reports
  • Manage several concurrent tasks and deliverables to meet the goals of the larger project
  • Review collected data for outliers, skip logic issues, or inconsistencies
  • Manage internally benchmarking initiatives as well as take proactive steps on emerging issues
  • All other duties as assigned
  • Turn a questionnaire document into an online survey
  • Ensure full compliance with all contract requirements, schedules, and provisions
  • Test survey programs to ensure that they are error-free and meet client expectations
  • Work closely with clients to understand their needs and research goals, manage their expectations, and continuously support survey development
  • Develop recommendations to improve operations going forward
  • Design surveys using programming tools
  • Develop collaborative relationships with key operational customers and stakeholders
  • Troubleshoot and resolve issues with programmed surveys while they are in field
  • Design dashboards using programming tools like (i.e., Python, CSS, HTML5, Jquery, Javascript)
  • Take initiative to learn more about market research techniques, internal software and processes

Basic Qualifications

  • Critical thinking skills to determine what data and information is useful for the task

  • Communication skills to collaborate with colleagues and clients
  • Be proficient in the use of Microsoft Office® software applications (Excel, Access, Word, Outlook, and Project) and SharePoint®
  • Bachelor’s degree + 3 years of systems and programming expertise
  • Strong problem-solving skills with the ability to learn things quickly in a challenging environment and think outside the box
  • Demonstrated ability to successfully develop, and maintain, client relationships
  • Must be a U.S. citizen with the ability to pass a National Agency Check and Law Credit (NACLAC) and obtain/maintain a favorable FBI National Criminal History Check (Contract requirement)
  • Possess strong verbal communication, writing, and analytic skills
  • Must be proactive and take initiative to learn more about market research techniques, internal software, and processes
  • Intermediate level skills with Python (or other languages), XML, HTML, JavaScript, and CSS
  • Demonstrated ability in completing contracts that meet client standards for deliverables and complete work on-time within available budgets

Preferred Qualifications

  • 3 years of experience working in a military environment performing in a similar subject area
  • Former Military/Veteran/Wounded Warrior

Pay Range:

Pay Range $63,050.00 - $97,000.00 - $130,950.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
