Description

The Analyst plans, develops, or conducts surveys, studies, and/or survey sampling. Analyzes and interprets the meaning of survey data, determine survey objectives, or suggest or test question wording. Develops or applies mathematical or statistical theory and methods to collect, organize, interpret, and summarize numerical data to provide usable information. Develops survey samples, statistically weight data.

The Analytical Support for Office of People Analytics (OPA) contract provides analytical and IT support to plan and analyze DoD-wide surveys, interviews, and focus groups and to conduct in depth analysis using various data sources. OPA is part of the Defense Human Resources Activity (DHRA), a DoD Field Activity tasked with enabling DoD policy offices to make decisions based on sound administrative/personnel record data and survey data. OPA Health & Resilience (H&R) and Retention & Readiness (R&R) focus on providing these offices with scientific survey data and related focus group and interview data.

Primary Responsibilities

  • Identify and drive process improvements, including the creation of standard and ad-hoc reports
  • Support survey design, construction, and execution of survey studies
  • Code qualitative data collected from focus groups, in-depth interviews, and cognitive interviews
  • Contribute to written reports and team projects
  • Conduct univariate and multivariate analyses to support a variety of research projects
  • Analyze past results and performs variance analysis
  • Support all aspects of the research process, including survey creation, data cleaning, data analysis, and reporting
  • Analyze research data, including data from large-scale tracking surveys as well as geographic, behavioral, and administrative data
  • Produce ad hoc reports as requested
  • All other duties as assigned
  • Attend conferences and meet with federal, state, and local officials as well as members of the public and constituent groups to remain current with survey best practices
  • Assist with quick turn ad hoc analyses and requests for information (RFIs)
  • Provide expert advice and programming for performing analyses, technical notes or memorandum documenting the statistical issues considered, and recommendations made
  • Ensure full compliance with all contract requirements, schedules, and provisions
  • Develop recommendations to improve operations going forward
  • Conduct market segmentation analyses and evaluating drivers of attitudes and behaviors.
  • Work with datasets (e.g., run frequencies, compute means), manage datasets, and assist in data cleaning
  • Conduct quality control checks through the survey lifecycle
  • Assist with preliminary and complex analyses of data
  • Create charts, graphs, and presentations for OPA leadership and external clients
  • Lead efforts to aggregate, organize, and explore large, complex quantitative data sets through a variety of techniques
  • Identify trends and make recommendations for improvements
  • Assist with the development, implementation, and analysis of large-scale tracking surveys
  • Provide analysis of trends and forecasts and recommend actions for optimization
  • Work with geographic data (e.g., thematic mapping) through R, Stata, or a related GIS software platform

Basic Qualifications

  • Critical thinking skills to determine what data and information is useful for the task
  • Analytical skills to process large amounts of data
  • Communication skills to collaborate with colleagues and clients
  • Proficient in the use of Microsoft Office® software applications (Excel, Access, Word, Outlook, and Project) and SharePoint®
  • Possess strong writing and analytic skills
  • Ability to produce technical documentation and research/survey notes produced for evaluations, studies, and analyses, as well as memos, information papers, and briefings in accordance with the latest edition of the Publication Manual of the American Psychological Association (APA)
  • B.A or higher in field of statistics, surveys, data science, psychology, sociology, or economics degree and 2 years of experience, or 7+ years’ experience with no degree.
  • Ability and experience using of Microsoft Excel, PowerPoint, statistical packages (SPSS, SAS, SUDAAN, M-Plus, Stata), and data visualization tools to support of analyses
  • Computer skills to use various programs needed for analysis
  • Mathematical skills to process complex calculations
  • Problem-solving skills to find multiple viable solutions for a challenge
  • Must be a U.S. Citizen with the ability to pass a National Agency Check and Law Credit (NACLAC) and obtain/maintain a favorable FBI National Criminal History Check (contract requirement)

Preferred Qualifications

  • 5 years of experience working in a military environment
  • Former Military/Veteran/Wounded Warrior
  • 2 years of academic or professional research experience

Pay Range:

Pay Range $63,050.00 - $97,000.00 - $130,950.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
