Job Description
About The Position


The County of Riverside's University Health System - Behavioral Health department seeks an Administrative Services Supervisor to join their Program Support team. Under direction, the incumbent will oversee a team of approximately 25-30 program support analysts and accountants by providing training, prioritizing projects, attending meetings with clinic staff and executives, supervise and conduct complex and difficult research and analytical studies involving the operations and programs of the department served, make recommendations for the development, implementation, and improvement of departmental operations, services, and programs; and other work as required. This position is located in Riverside.


Candidates With The Following Experience Are Highly Desired


  • Previous knowledge and experience with Community Health Centers or similar clinical settings
  • Strong Peoplesoft and Excel skills
  • Financial analysis
This position has a 9/80 schedule:Monday - Thursday: 7:30 am - 5:00 pm or 8:00 am - 5:30 pm (candidate's preference), Friday: 7:30 am - 4:00 pm or 8:00 am - 4:30 pm; Payday Friday off


Shift Differentials


3:00 p.m. and 11:00 p.m. sixty cents (0.60¢) per hour


11:00 p.m. and7:00 a.m. twenty cents ($1.20) per hour


**Employees who work day shift between the hours of 7:00 a.m. to 6:00 p.m. shall not be entitled to a shift differential.**

Examples Of Essential Duties


  • Recommends and establishes contract forms and procedures; monitors adherence to contract terms; may research availability and applicability of grant funding.
  • Coordinates the preparation of a division or unit budget; analyzes need for budget items requested to determine whether or not items are justifiable, based on program objectives and priorities; makes recommendations for the transfer of funds; reviews financial data on an on-going basis to ensure conformance with established guidelines.
  • Plans, supervises, and conducts studies of administrative and operational activities including fiscal operations, budget preparation and control, equipment usage, staffing patterns, work flow and space utilization.
  • Develops and recommends policies and procedures; develops written procedures to clarify or describe standard practices; coordinates the publication and dissemination of procedures.
  • Directs, trains, assigns, and evaluates subordinate clerical and technical personnel in the performance of a variety of professional, administrative, and clerical support tasks.
  • Directs office service units such as duplication service, communications service, supply room, central files, information units, and the coordination of building maintenance services.
  • Reviews present and pending legislation to determine effect on departmental operations and programs; participates in various meetings and presents and/or gathers data to assist management in making administrative and operational decisions.


Minimum Qualifications


Education :Graduation from an accredited college or university with a Bachelor's degree preferably with a major in accounting, business or public administration, finance or a closely related field. (Additional qualifying experience may be substituted for the required education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience.)


AND


Experience :Two years of experience which must have included at least one year experience providing technical supervision to staff performing: Research and analysis of facts and statistics in order to evaluate program effectiveness and recommend program revisions; coordination and conduct of studies of administrative and operational activities including fiscal operations, budget preparation and control, equipment usage, staffing patterns, and/or work flow and space utilization; maintenance and control of fiscal functions and systems in a department, division, unit, or company; or the preparation, and verification a variety of accounting, statistical, and narrative reports or contract monitoring and administration.


A valid CA DL and auto insurance is required for this position.


Knowledge of: The principles and practices of public and/or business administration; principles and practices of organizational analysis, fiscal management, budget preparation and control and contract monitoring and personnel management; principles and practices of supervision.


Ability to: Analyze administrative problems, reach practical and logical conclusions, and put effective solutions into practice; develop cooperative working relationships; plan, organize, train, supervise and evaluate the work of others; prepare clear and concise reports.


SUPPLEMENTAL INFORMATION


Condition of Employment


In accordance with the California Department of Public Health Order dated August 5, 2021, and amended December 22, 2021, health care facility workers who work in indoor settings where care is provided to patients or where patients have access for any purpose must be vaccinated against COVID-19 as follows: first dose of a one-dose regimen or second dose of a two-dose regimen, by September 30, 2021. Effective March 1, 2022, all healthcare facility workers must have their booster, obtain the booster within 15 days of becoming eligible for one, or a declination form on file for the booster. Consideration may be given to candidates who are in the process of completing their vaccination regimen.


The Order allows for workers to be exempt from the vaccination requirements by providing the facility with a declination form signed by the individual stating either of the following: (1) the worker is declining vaccination based on Religious Beliefs; or (2) the worker is excused from receiving any COVID-19 vaccine due to Qualifying Medical Reasons. Workers who are exempted from the vaccination requirements must observe all other infection control requirements.


A requirement of employment is to provide proof of COVID-19 vaccination, or a completed COVID-19 Vaccination Declination form (filled out by the candidate and their medical provider as appropriate), during the pre-employment process. Failure to submit the required documentation may render a candidate ineligible to move forward in the process.

Pre-Employment

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual)
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
