This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Bureau for Latin America and the Caribbean (LAC) at the U.S. Agency for International Development (USAID).

Duties


  • Serve as an HR Specialist, responsible for managing internal audits, supporting the development and maintenance of policies and other regulatory documentation, and collaborating with leadership and peers to conduct relevant studies and audits.
  • Use data and analyses to conduct audits and evaluations. Compare the results of audits and evaluations against those from similar organizations to identify variations, trends, or discrepancies.
  • Examine program issues extensively, investigating the root cause of program errors and deficiencies. Provide guidance on addressing diverse, complex human capital issues impacting the Agency.
  • Plan and conduct pioneering analyses, evaluations, or investigations of critical program areas.
  • Research and update Agency-wide policies, procedures, guidance, and program standards related to human resource management.
  • Work with managers, advising on the development of guidelines, staff utilization, and work coordination. Prepare points of view to be used in forecasting trends.

  • These are Testing Designated Positions (TDP's) under the Agency's approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.

Qualifications


In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's Federal Wage System Qualifications Standards.

For the GS-9, You must possess the following:


A. Master's or equivalent graduate degree or 2 years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related.


OR


B. One Year of specialized experience equivalent to the GS-7 grade level in the Federal Service. Examples of specialized experience include: (a) drafting correspondence, recommendations, reports, and/or memoranda related to management and administrative programs and issues; (b) explaining non-technical policies and procedures promoted by the office after obtaining clarification from senior employees; and (c) using office technology such as personal computers and being familiar with computer programs including but not limited to Google suite of applications, Microsoft Office, Adobe Professional, video conference scheduling, and correspondence tracking systems.


OR


C. A combination of education and experience.


For the GS-11: You must have one year specialized experience equivalent to the GS-09 level in federal service. Examples of qualifying specialized experience at the next lower level for this position include: (a) applying administrative policies in order to maintain various systems in support of handling travel or other staff requirements; (b) assisting in the coordination of administrative tasks in support of established requirements for supplies, property management, or office moves; (c) identifying and making recommendations to resolve conventional problems and situations in workflow, work distribution, staffing, performance appraisal, organizational structure, or administration.


OR


a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).


For the GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal service. Examples of qualifying specialized experience at the next lower level for this position include: (a) assessing the productivity, effectiveness, and efficiency of program operations; (b) establishing criteria to measure and predict the attainment of program or organizational goals and objectives; and (c) developing related administrative regulations and processes, such as those governing the allocation and distribution of personnel, supplies, equipment, and other resources, or promulgating program guidance for application across organizational lines or in varied geographic locations.


One year of experience refers to full-time work; part-time work is considered on a prorated basis


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.


CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible applicant with the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. In addition, a well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.


A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position.
