Located within the Colorado Department of Human Services (CDHS), the Office of Forensic and Civil Mental Health(OFCMH) oversees and purchases substance use and mental health prevention, treatment, and recovery services and provides inpatient care at the state mental health institutes. OFCMH is the State’s behavioral health authority and is responsible for policy development, service provision and coordination, program monitoring and evaluation, and administrative oversight for the public forensic and civil health systems.
The Department is committed to ensuring forensic and civil health clients receive the most appropriate services at the optimal place and time. Colorado is accomplishing this by transforming its forensic and civil health system to one that is focused on providing individualized, focused, community-based services and housing options that enable individuals to live, work, and participate fully in community life. This program will help eliminate unnecessary segregation of persons with disabilities and ensure they receive services in the most integrated setting appropriate to their needs. The work unit is responsible for the direction of the Outpatient Restoration Program for the State of Colorado. This unit responds to referrals for individuals’ court ordered for restoration of competency treatment for both adults and juveniles, as mandated by statute to be completed by CDHS. Outpatient Restoration works closely with the Court Services Department, Legal Medical Records and the criminal and juvenile courts statewide.
  • The Outpatient Restoration Program was originated in March 2018 as a statewide resource to provide an alternative to inpatient competency restoration creating an option for courts to resolve competency needs in the least restrictive setting. This community-based program utilizes contracted providers to deliver competency restoration education as outlined in Colorado state as well as to facilitate services that will address barriers to competency. Since its inception, Colorado’s Outpatient Restoration Program has grown to be the largest statewide program in the country serving over 1000 adults and juveniles a year.

About The Position
This position provides direct support to Program Coordinators including provider reporting, correspondence, file creation, and processing court reports. This position makes it possible for our Program Coordinator staff to manage the providers that they are tasked with providing oversight and technical assistance.
This position ensures that communication between the Program and multiple external stakeholders is timely and efficient.
Process Juvenile Reporting

track and send juvenile reports to courts based on the request of the court via court order
Processing Competency Court Orders
  • Receive court orders and create a packet of specific information to be sent to the assigned provider.
The packet has only three items required, however, the SOP for making these packets is 11 pages long due to the many variables every document may have with regard to where the most recent documentation lives and determining the best way to procure them.
  • Manages an extensive list of resources that they may use in order to ensure the packet is current, correct, and confidential.
Process Court Reports
  • Advises the restoration provider as to the outcome and if the case should be kept open
  • Determining the outcome is a result of the interpretation of court minutes and/or communication directly with the judicial assistant
  • Pull reports on all clients who have had a recent court date, determine the outcome, and advise their provider
Process Monthly Reporting
  • Receiving and uploading monthly reports that the Program receives from its contracted providers in order for information to be available to forensic evaluators and courts.
  • Audits the reports received to ensure all active clients are accounted for so that the provider’s invoices can be reconciled and paid

Education/ Licensure/ Certification / Experience:
Three years of experience in an occupational field related to the work assigned to the position.
Substitution
Appropriate education will substitute for the required experience on a year-for-year basis.

Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination will disqualify the applicant from future State employment with CDHS.
