The Position


The Office of Equity and Human Rights sets the equity vision and goals for the City of Portland.


Purpose


In Particular, The BAC Provides The Office Of Equity With The Following Guidance


The Office of Equity's Bureau Advisory Committee (BAC) provides input on strategy development and setting outcomes for programs, policies, and budget.


  • Shares recommendations on community engagement and partnerships
  • Advises the Office of Equity on other equity-related matters
  • Provides leadership and expertise on issues impacting programs, policies, and budget.
  • Provides feedback on the impact of potential regulations and administrative rules on equity, taking into consideration the full range of City goals and objectives
  • Monitors the application of equity-related policies and procedures for their effectiveness in achieving the City's goals


Position


To be eligible for the BAC, members must live, play, worship, go to school, work, or do business in the City of Portland.

To Qualify


The Office of Equity centers and leads with racial equity and serves to address all historic and current disparities. We are recruiting diverse voices from every part of Portland for this committee, especially people from systemically excluded and institutionally oppressed communities. If you are passionate about racial, disability, and LGBTQIA2S+ equity, want to serve your community, and help the City make better choices, we encourage you to apply. The attributes listed below will guide our selection process. It is helpful if you are specific in your answers. We do not expect you to be or have everything listed below.


  • You have a perspective as a member of communities who have been systemically excluded. This includes racial and ethnic communities, immigrants, refugees, people with disabilities, LGBTQIA2S+ communities, and communities experiencing poverty.
  • You believe government is better when community is involved.
  • You are an advocate for equity and want positive and long-lasting outcomes for all Portlanders.
  • You have training and expertise in one or more of the following areas: budgeting, Civil Rights Title VI and ADA Title II, community engagement, language access, equity strategy, performance management, training and education, policy development and analysis, employee resource groups, disability equity, racial equity, LGBTQIA2S+ equity, and systems change.
  • You are available to attend all meetings and participate in the discussions (currently meetings are held virtually).
Time Commitment


  • Members are involved for a duration of two to three-year terms, with no more than 8 consecutive years.
  • The anticipated time commitment per month is 3 to 4 hours. Additional hours may apply during the annual budget development cycle(s).
  • Members are expected to be prepared for meetings.
  • Accommodations are available, including language and accessibility needs.
  • Monthly meetings will take place on weekday evenings. Training and subcommittee meetings may be scheduled at other times that work for everyone.
Volunteer Ethics


People who join this committee will become what we call "Public Officials," which means that while you serve you must behave fairly and ethically. Part of following Public Officials Ethics laws means you must tell the group when you or a relative may financially benefit (or avoid fees) by your recommendations. We will provide training on this once you are accepted.
