Job Description
The VP, HR is a key team member in promoting & effectively achieving the Y’s mission & goals, suporting a vibrant cause centered culture.

This position supports the work of the YMCA of Columbia-Willamette, a leading, philanthropic organization committed to strengthening the foundations of our communities . The Vice-President, Human Resources stewards the Y’s cause and advocates for the Y’s mission and strategic plan, promoting and protecting the brand and reputation as a global, inclusive organization. The Vice-President, Human Resources serves on the CEO’s senior leadership team and provides strategic direction and leadership for YMCA operations and initiatives . The Vice-President, Human Resources is responsible for the development and implementation of talent management/human resources policies, plans and services, including benefits, legal compliance, employee recruitment, compensation, employee relations, diversity, employment practices and procedures, employee communications and events, and management of HR Information Systems.

Qualifications

· Bachelor's degree in business, human resources or equivalent; Master’s degree optional.
· Five or more years of professional experience in all aspects of human resources management and staff development and/or equivalent combination of education and experience.
· Knowledge and professional experience in planning and policy, talent management, selection, compensation, benefits, training and staff development, employee relations, and performance management.
· Ability to relate effectively to diverse groups of people from all social and economic segments of the community.
· Current knowledge and understanding of regulations, industry trends, current practices, new developments, and applicable laws regarding human resources.
· Proficiency in business and human resources-related computer applications, which may include talent management systems, time and attendance systems, etc. Paylocity experience a plus.
· Senior human resources certification (SPHR, PHR, SHRM-CP or equivalent) preferred.

Essential Functions

1. Creates a vibrant cause-centered culture for staff and volunteers.
2. Provides leadership and consulting support to executives and management on matters of reinforcing culture, setting goals, developing policy, and implementing strategic objectives. Aligns organizational structure, roles, and responsibilities to achieve goals.
3. Prepares and manages HR budget.
4. Develops and establishes organizational policies, practices, procedures and structures that promote an efficient work environment, remove barriers and foster equity and inclusion for all.
5. Oversees compensation and benefit programs, including job description and classification, salary structure and salary adjustments. Oversees benefit plan communication, enrollment and administration. Assesses the competitiveness of HR programs and practices against the relevant markets and makes recommendations for improvements and changes.
6. Responds to and facilitates completion of worker’s compensation, unemployment, disability, and leave paperwork and approvals.
7. Maintains the full employee life-cycle from recruitment to termination, including working with hiring managers to facilitate onboarding and off-boarding processes. Works with Marketing to promote YMCA jobs.
8. Assists in talent management, including staff training and leadership development, retention, recognition, succession planning, employee communication and career development. Develops and maintains performance management and appraisal programs.
9. Advises and guides YMCA staff on HR issues (e.g. conflict resolution, policy violations, etc.). Advances issues as appropriate to executive leadership and outside counsel as needed.
10. Remains current with employment laws and regulations and maintains an effective program of compliance. Manages relationships with compliance agencies and YMCA legal counsel.
11. Oversees HR systems and employee records to ensure accuracy and improve the overall operation and effectiveness of the organization. Ensures timely and accurate submission of data requested.
12. Assists Finance department to ensure accurate and timely payroll processing.
13. Works directly with assigned committees of the board to build volunteer relationships, develop policies, oversee policy implementation and meet the related needs of the board.

Required Certifications
  • Senior human resources certification (SPHR, PHR, SHRM-CP or equivalent) preferred.
