Vice President, Government Affairs
Position Description
Key leadership position.Responsible for OCBC’s Advocacy Initiatives, including developing and implementing legislative and regulatory programs and policies to improve the Orange County (and regional) economy and business climate, encouraging business retention and expansion of high value jobs.Informs investor companies about key issues; manages investor activities to address key issues and influence outcomes.Develops and maintains close relationships with elected and non-elected representatives of government; builds coalitions to leverage influence; develops and implements advocacy strategies that advance the mission, goals and objectives of the Business Council and its investors. Develops and aligns strategies over all OCBC Departments for efficiency and effectiveness. Manages contract Sacramento lobbyist activities for OCBC as well as in-house legislative staff and government affairs interns.
Specific Responsibilities
- Designs, develops and implements the annual business plan for OCBC’s Advocacy Initiatives in coordination with the President/CEO and volunteer corporate leadership.
- Other duties as assigned.
- Develops legislation and informs investor companies and OCBC staff executives regarding legislative and regulatory activities affecting the Orange County business climate.
- Monitors and influences public policy and regulatory actions that affect OCBC’s membership, mission and objectives; informs and makes recommendations on appropriate actions to the chief executive officer and board leadership; executes actions to influence outcomes.
- Organizes an annual group trip to Sacramento and smaller interim trips to Sacramento and Washington, D.C., focusing on OCBC issues with the members of the legislature and advancing legislation favorable to business.
- Independent of OCBC, manages strategy and operations of BIZPAC, OCBC’s sponsored political action committee, reporting to a separate board of trustees, in full compliance with state and federal laws. Includes planning annual fundraiser, as well as additional events as required, in consultation with CEO and OCBC events department.
- Coordinates with communications team on press/marketing strategies and production of program materials, contributes to biweekly e-Indicator newsletter, assists President/CEO with media appointments and Op-Eds, blogs and other written presentations.
- Represents the Business Council before public boards and commissions, providing public testimony when needed.
- Identifies and recruits potential investors to the Orange County Business Council, as well as assisting with membership development and retention.
- Staffs Government Affairs Committee and provides assistance to other committees and task forces as appropriate.
- Manages relationships with outside contractors and other resources as appropriate, including budget management and results reporting.
Qualifications
- Demonstrated leadership and relationship management skills with third-party consultants, lobbyists, public relations firms, coalition members and the public.
- Minimum of five years of experience working in public policy, government relations, government affairs or public affairs.
- Bachelor’s degree or higher in public policy, political science, or a related field.
- Ability to lead collaborative efforts with peers and colleagues.
