Job Description
Department: Utilities GIS Reports to: GIS Supervisor


Summary: Support the development of Geographic Information System (GIS) databases, metadata, applications, maps, reports, queries, etc. to support the Utilities Department.

The job description does not constitute an employment agreement and is subject to change at any time by the employer. Essential duties and responsibilities may include, but are not limited to, the following:


  • Retrieve, add, and maintain information in various computer formats in support of the City of Odessa's Geographical Information System (GIS).
  • Produce professional quality maps, map books and reports.
  • Make occasional on-site observations and write field notes to interpret field information to digital maps.
  • Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.
  • Assist in designing and correcting Water and Wastewater digital maps for Utilities GIS.
  • Assist in planning, development, and administration of digital data sets.
  • Scan (for digital archive) and research city and county water/wastewater plans and As-Builts.
  • Supports the divisional operations with regular and timely attendance.
  • Prepare and maintain a wide variety of maps depicting water and wastewater facilities.
  • Design and maintain current GIS databases, which are used by Engineering and Utilities for research and analysis for current and future development.
  • Respond to inquiries regarding water and wastewater with related information (size, age, location,etc) to all City Departments.


Minimum Qualifications


Education, Training and Experience Guidelines: High School Diploma or GED required. College degree or certifications in GIS, Computer Technology, Information Systems is preferred or 3 years' experience with mapping and database management or a combination of both will be considered.


Knowledge, Skills And Abilities


  • Ability to communicate effectively both orally and in writing.
  • Computer skills with knowledge of Microsoft Office, AutoCAD and ESRI software are an advantage.
  • Willingness to work in a team environment and learn new skills to help improve an already mature GIS.
  • Good communication skills with an ability to express ideas clearly and concisely.
  • Must be able to communicate effectively with the public, supervisors and City personnel.
  • Ability to effectively coordinate database management practices and use associated software.
  • Ability to effectively manage workload and time commitments.


License and certification requirements: A valid Texas State Driver's License is required. Certification in CAD is desirable.
