Job Description

Applicants applying for UNFPA General Service posts located in New York must have a valid G-4 visa or U.S. Permanent Residency or U.S. Citizenship at the time of their application. Additionally, applicants must have passed the UN Clerical Test (GGST/ASAT) in order to be eligible to be appointed to this position.


The Position:


The position is located in the Information Technology Solution Office (ITSO) in UNFPA HQ New York. It is supervised by the Telecommunications Specialist (P-4). This post is the only telecommunications support post of the entire organization.


Job Purpose:


Day to day management of telecommunications services and technical support of all telecommunications systems.


Main Tasks And Responsibilities


Under the direct supervision of the Telecommunications Specialist and in close collaboration with the Technology Manager, the incumbent is responsible for the following functions:


  • Document configuration and support procedures for all telecommunications infrastructure. Develop and maintain technical instructions and user guides and knowledge data base.
  • Train users on telecommunication systems usage, capabilities and features, including telephone and voice mail, audio and video conferencing, collaboration tools, and cell phones.
  • Test and diagnose network wiring quality and problems. Includes: testing quality of network wiring; tracing network wiring to determine termination points; crimping and termination of network wiring; and assisting in the installation of network hubs.
  • Provide day-to-day operational assistance and technical support to the staff with usage of audio and video conferencing, collaboration tools, office and cell telephone, including testing and installation of the equipment, changes in the usage plan and account codes, software and application installation.
  • Evaluate and test telecommunications hardware and software such as PABX, call accounting, voice mail, videoconferencing, leased lines, VOIP, VSAT, cellular systems, etc.
  • Ensure the timely maintenance and effective operations of all telecommunications systems and services.
  • Analyze and certify communications invoices for payment.
  • Any other related duties as assigned by the Telecommunications Specialist and the Technology Manager.
  • Keep abreast with telecommunication technology innovations and inform supervisors of those relevant to UNFPA.
  • Development and process reports on costing and billing information to facilitate technical analysis and cost recovery. Update and maintenance of UNFPA’s contact address listings.
  • Coordinate services, installation and supplies from external vendors.
  • Recommend telecommunication infrastructure, vendor, and procedural changes. Including: changes in local and long-distance telephone carriers; changes in phone plan services; mobile phone types; and changes in service contracts.
  • Provide operational assistance to staff on all aspects of telecommunications.
  • Management and maintenance of the organizations global VoIP phone system, voice mail, audio and videoconferencing, collaboration tools, cellular phones, call accounting and telecommunications infrastructure.


Work Relations


Internal


  • All levels – Configuration and training of staff on use of telecommunications equipment (phones, voice mail, teleconferencing, cell phones, videoconferencing etc.). Resolution of telecommunications hardware and software related problems and wiring issues.


External


  • Field and related agencies - Resolution of phone and conferencing communication issues. Setup of video conferencing and teleconferencing.
  • Telecommunications Vendors, Consultants, and Partners – Discuss and resolve problems, and discuss telecommunication requirements. Supervise vendors on equipment repair.


Qualifications And Experience


Education:


Undergraduate degree in telecommunications, electronic engineering or related field.


Knowledge and Experience:


  • 7 years specialized experience in the support of telecommunications systems and services in a large multinational organization or with a large international telecommunications service provider;
  • Knowledge and experience with implementation of SIP, SIP trunking and/or third party audio and video conferencing, Session border controllers, SIP NAT traversal solutions;
  • Excellent knowledge of Microsoft Office, including Excel, MS Project and Visio tools;
  • Knowledge and experience with Microsoft Voice and video soluitios will be an advantage;
  • Minimum 5 years in implementing and supporting CISCO VOIP and Video solutions and products, including advance knowledge and practical experience with CISCO Call Manager, IM, unified presence and Expressway;
  • Ability to quickly resolve systems/hardware/software problems;
  • Ability to implement IT training plans.
  • CISCO CNNA and/or CNNP Certifications with specialization in voice and video is desirable;


Languages:


Fluency in written and spoken English required. Knowledge of another official UN language an asset.
