Summary


As a Supervisory Investigator, the incumbent initiates, plans, coordinates, and manages extremely broad, difficult civil and criminal investigations focusing on the analysis of employee benefit plan operations and the business, financial, and accounting practices of a variety of related entities (e.g., major service providers, trust departments, investment managers, insurance companies, etc.)

Major duties include but are not limited to:


  • Supervise staff of investigators, auditors and support personnel.
  • Provide policy, technical, and procedural guidance to staff and resolve unusually difficult or sensitive problems requiring an extensive background and understanding of EBSA policy, priorities, and operating procedures.
  • Participate in Regional Office program assessment activities and ensure compliance with Agency and Regional Office programmatic reporting requirements.
  • Participate with the Regional Director, Deputy Regional Director, and other supervisory staff in developing annual and long-range work plans designed to produce an affirmative and aggressive enforcement program that will detect serious abuses in the administration of pension and welfare plans and violations of ERISA and related laws.
  • Further the goals of equal employment opportunity (EEO) by taking positive steps to accomplish affirmative action objectives; practicing nondiscrimination in employment with regard to race, religion, color, sex, national origin, sexual orientation, parental status, lawful political affiliation, marital status, union membership, and non-disqualifying physical or mental disability, and initiating nondiscriminatory practices and affinitive action.
  • Review completed investigations to determine adequacy of facts to support a violations of law, sufficiency of evidence, and whether further investigative effort is required.
  • Establish and maintain contacts with officials of Federal and State agencies whose regulatory and enforcement efforts impact employee pension and welfare plans, labor organizations and management officials, the senior and executive staffs of financial representatives.

If applicable, applicants must meet the eligibility requirements of time-in-grade (52 weeks at the next lower grade), time-after-competitive-appointment (90 days), and minimum qualifications (52 weeks equivalent to the next lower grade in federal service). These requirements must be met within 30 days of the announcement closing date.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:


Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.


Notification Concerning COVID-19 Vaccinations. As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and to submit documentation of proof of vaccination or to be in the process of requesting an exception to the vaccination requirement before appointment or onboarding with the agency. The agency will provide additional information regarding which forms of documentation can be accepted and how you can request to be considered for a legally required exception from this requirement.


Currently, implementation and enforcement of Executive Order 14043 has been suspended pursuant to an injunction pending further litigation.


Qualifications


Applicants must have 1 year of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service. Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position and that is typically in or related to the position to be filled.


For this position, specialized experience includes the provision of legal, auditing or accounting services, administration, development, analysis or oversight of complex laws such as ERISA, Federal securities laws, tax laws, banking laws or other financial service related laws. Supervisory or Managerial Abilities: Candidates must have demonstrated in their work experience or training that they possess, or have the potential to develop the qualities of successful supervision.


Education


Education cannot be substituted for experience at the GS-14 grade level.

This job is not 100% telework; it requires employees to report on a regular basis to the Los Angeles Regional Office in Pasadena, CA.
