Job Description

Summary

The Sr Director – IT PPM & PMO Delivery sits on the direct staff of our IT Strategy & Process organization & serves as a key leader across the entire function owning all project governance, process, standards, tools & PM delivery for the IT function. This Senior Director works with IT product & service delivery CIOs, senior functional leaders and business leaders to understand the strategic direction of the organization and curate the enterprise technology IT investment roadmap, horizontally prioritize projects and centrally execute over $100M annual IT investment portfolio. This leader directs and co-ordinates the work in the central PMO team and leads matrixed IT product & service delivery teams across the function & business to ensure consistency of execution and quality output. This includes developing IT planning, portfolio & analysis strategies, plans, and operational guidelines, to support effective portfolio execution and deliver more accurate and timely data-powered insights that can inform IT leadership's decision-making & accelerate project outcomes.

Responsibilities:

The Sr. Director - IT PPM & PMO Delivery is responsible for the creating, optimizing & governing a portfolio of highly complex, cross disciplined IT programs across the GEHC global matrix and internal & external stakeholders. S/he will be responsible for global governance, alignment to GEHC standards/methods/tools, relationship management, influencing of global IT product roadmaps & connection to GE HC business & IT strategy, communicating the overall IT program investment deck & deployment plans, tracking and monitoring key metrics to ensure milestones are met on time and on budget while delivering expected outcomes. Working closely with CIOs, business leaders & IT teams, this leader horizontally prioritizes & leads a team of direct & shared resources to optimize GEHC IT's project delivery model.

In this role, you will:

  • Proactively identifies and resolves issues and makes recommendations for improvements to existing processes. Share technical, procedural, and business knowledge with others.
  • Develop and implement project related IT standards, metrics, Service Level Agreements (SLAs), Key Performance Indicators (KPIs), documentation, communications, and training.
  • Establish governance structure that identifies key performance indicators, sets milestones, and establishes a reporting cadence.
  • Own the Global IT Portfolio and associated PMO activities managing and directing direct & indirect IT and functional PMO teams as required
  • Lead financial planning, expense management, and staffing within the IT PMO and their coordination across IT departments.
  • Track and monitor program status and metrics to ensure milestones are met, and internal and external delivery commitments are met.
  • Facilitates the governance process including project intake, business case review, prioritization, decisioning, portfolio status review and post audit to ensure the right projects are implemented at the right time. Manage risk and dependencies between organizations.
  • Analyzes business needs, evaluates and recommends technical solutions, oversees sourcing decisions and scalable vendor management process to align IT projects with business needs.
  • Define and implement processes for coordination and communication between organizations and with GE stakeholders
  • Ensure ongoing communication of progress against program objectives
  • Leverage your domain expertise; you are expected to further the knowledge and improve productivity of your colleagues with activities such as creating learning content, giving presentations, and supporting a continuous learning culture.
  • Own & continuously improve project management methodologies for the design, planning, implementation, and achievement of IT projects across GEHC.
  • Lead cross-discipline teams to establish an integrated plan to deliver team & organizational commitments
  • Develops IT policies, procedures, and guidelines for the management of all aspects of IT projects and project administration.
  • Directly manages project activities through project plans and project management best practices, assigns tasks to cross functional matrixed resources, provides guidance to personnel responsible for specific functions or phases of the project and manages risk.

Education & Qualification

  • Minimum 5 years of professional experience in project and portfolio management at a senior level leading teams
  • Bachelor's Degree in STEM or Project Management related field with a minimum of 10 years of related experience; including business and IT leadership experience.
  • Experience managing shared project managers and working across a broad array of technology disciplines and functions.
  • Experience leading large enterprise transformation initiatives and major IT projects.

Desired Characteristics

  • Master’s degree in Computer Science, Project Management or a related field preferred.
  • Six Sigma Green or Black Belt certification is a plus.
  • Influences and energizes others toward the common vision and goal. Drives to new directions of meeting the goal in the face of unfavorable odds and setbacks
  • Prior experience leading large scale IT PMO transformation & operational experience delivering centralized PMO with highly matrixed delivery models
  • Project Management Professional (PMP) certification is required.
  • Experience with medical device manufacturing, healthcare technology & industry domain expertise a plus.
  • Information Technology Infrastructure Library (ITIL) certification is a plus.

The salary range for this position is $176K -$264K. The specific salary offered to a candidate may be influenced by a variety of factors including the candidate’s experience, their education, and the work location. Available benefits include health, welfare, retirement and paid leave.
