Job Summary:

The Sourcing Manager position reports directly to the Manager of Strategic Sourcing within the Procurement Department and is part of the broader Strategic Sourcing team responsible for sourcing indirect materials for TPC. This role is accountable for leading the bid sourcing process for indirect spend at TPC. This role coordinates with Category Managers, internal stakeholders, and suppliers to ensure an appropriate sourcing strategy is implemented resulting in the best overall total value for TPC in terms of safety, cost, service, and timing. This role works closely with other members of the Procurement team to ensure process synergies are exploited and overall process optimization is achieved. This role is responsible for addressing and mitigating contract risks through effective negotiation and contracting strategy in concert with the Category Managers. This role also leads a small team of Sourcing Buyers in support of day-to-day sourcing needs.

• Designs and optimizes polices and processes to balance requirements with organizational needs
• Helps to develop and meet department goals and objectives which support company directives.

This position requires a high-energy, proactive individual who is able to think outside the box to optimize the sourcing strategy and ensure TPC is receiving the best value for its purchases. The Sourcing Manager ensures participation and compliance from the field and their team.

Job Roles and Responsibilities:

• Manages and tracks metrics related to the bid process and related cost savings / avoidances.
• Responsible for supporting the supplier risk mitigation efforts of the Procurement team, including, but not limited to, ISNetworld compliance.
• Responsible for review and negotiation of redlines to Terms and Conditions. Negotiates favorable payment terms and volume discounts with suppliers.
• Engages with Operations, Corporate, and IT to ensure proper sourcing of goods, supplies, and services and continuity of supply while achieving best overall value
• Other activities as assigned.
• Working manager who manages a small team of professional employees, including supervision, guidance and development, and delegates work appropriately to ensure a satisfactory level of service to the organization
• Resolves contract performance issues and disputes with suppliers, including safety, quality, material defects, and delivery problems, and may be responsible for negotiating refunds and / or settlements
• Supports Company initiatives towards Supplier Relationship Management (SRM)
• Sources, negotiates, and procures parts, services, and / or chemicals generally under $100,000 in spend, in a fast-paced, dynamic environment
• Ensures procedures are documented and are a “right-fit” for TPC. Works to optimize processes and policies.
• Provides technical guidance to employees, colleagues and/or customers.
• Develops and supports the implementation of sourcing strategy to meet or exceed annual cost savings and avoidance targets
• Conducts bid events, and trains staff to conduct bid events, with a high level of skill, integrity, and compliance to established policies, procedures, and controls
• Adapts departmental plans and priorities to address resource and operational challenges.
• Supports the P2P Purchasing team in Annual Purchase Order sourcing and setup
• Supports and performs any necessary SOX controls
• Supports P2P Purchasing Team with daily sourcing needs
• Participates in scope development to assist field personnel to ensure bid packages are complete and accurate
• Progresses the Safety culture of TPC by being an example and advocate of strong safety practices and raising concerns or issues appropriately
• Reviews vendor quotes to ensure compliance to quote requirements and visibility into services or goods being purchased

Required Qualifications:

• Minimum of 10+ years of experience in purchasing/procurement/supply chain which includes experience in Strategic Sourcing, developing RFP, RFQ and bid tabulations, and ability to provide procurement recommendations with good results and management experience
• 10+ years working knowledge with Petrochemical Products and Services
• Completion of an undergraduate degree in Business, Accounting, Supply Chain

Preferred Qualifications:

• Strong logic, reasoning, and analytical skills a must
• Microsoft suite, including Excel, Word, Power Point
• Oracle ERP systems experience
• Demonstrate Excellent interpersonal and communication skills
• Strong Negotiation and communication skills
• Excellent supervision and problem-solving skills required
• Works on issues where analysis of situation or data requires review of relevant factors
• Strong Petrochemical parts knowledge, MRO (Maintenance, Repair and Operations) sourcing and inventory management; Capital projects buying; and procuring contract labor services
• Oracle ERP Procurement and Materials Management Module
• Completion of a graduate degree in a related field preferred; or 15 years of experience with high school diploma
• Excellent knowledge of contract terms and conditions
• Exercises judgment within defined procedures and policies to determine appropriate action
• Ability to lead team and achieve positive and sustainable results
