ManTech is seeking a motivated, career and customer-oriented Senior Security Specialist to provide unparalleled support to our customer and develop an exciting and rewarding career within ManTech.
The Senior Security Specialist shall provide high quality technical, engineering, analytical, and planning support to achieve customer cybersecurity requirements.
Responsibilities Include, but are not limited to:
- Managing collateral Secure Accredited Facilities (SAFs) and Secure Compartmented Information Facilities (SCIFs), and performing regular accreditation reviews to ensure all spaces where classified operations may be performed are maintained appropriately
- Monthly testing of STEs and secure faxes
- Demonstrated experience in reading and interpreting construction drawings for Secure Access Facilities and SCIF’s, and being able to evaluate them against EPA specifications is a requirement
- Support the management of the EPA NSI Program in accordance with current federal requirements to include, but not limited to:
- Managing EPA’s classified material inventory and access to it, to include markings, storage, handling and transportation of classified materials
- Managing collateral Secure Accredited Facilities (SAFs) and Secure Compartmented Information Facilities (SCIFs), and performing regular accreditation reviews to ensure all spaces where classified operations may be performed are maintained appropriately
- Oversea EPA access control and intrusion detections systems that control access to SCIFs and ensure approved changes are implemented as room access is granted/withdrawn
- Developing and conducting a variety of security trainings, including security clearance indoctrinations, debriefs, foreign travel briefs and courier briefs
- Developing, updating, and tracking completion of computer-based training for NSI and SCI required annual refresher training, Security Executive Agent Directive (SEAD) 3 annual training and derivative classification biennial training
- Issuing HSDN Tokens and verifying JWICs access
- Tracking foreign travel and foreign contacts of SCI access holders and SEAD 3 covered individuals and providing required training and guidance
- Managing EPA’s classified material inventory and access to it, to include markings, storage, handling and transportation of classified materials
- Conducting preliminary inquiries to resolve classified security breaches and violations
- Supporting new construction of EPA accredited spaces, including the detailed review of construction plans and specifications, and providing feedback on areas of non-compliance with agency requirements.
- Demonstrated experience in reading and interpreting construction drawings for Secure Access Facilities and SCIF’s, and being able to evaluate them against EPA specifications is a requirement
- Preparing and presenting Monthly Construction Status Reports to EPA SMD leadership
- Conducting interviews of clearance holders, annually, to determine the level of understanding of and compliance with the program’s requirements
- Supporting Federally mandated nationwide inspections and assessments of Program Offices, Regions and Laboratories that handle NSI and SCI material
- Oversea EPA access control and intrusion detections systems that control access to SCIFs and ensure approved changes are implemented as room access is granted/withdrawn
- Ensuring the agency can process classified information on the Homeland Secure Data Network (HSDN) and the Joint Worldwide Intelligence Communications System (JWICS)
- Performing audits of derivatively classified material to ensure marking accuracy; facilitating the development of classification and de-classification guides, if required
- Preparing and presenting Monthly Construction Status Reports to EPA SMD leadership
- Serves as the Senior Security Specialist Team Lead managing a staff of other Senior Security Specialists providing advice and counsel to EPA Security Management Division (SMD) leadership and EPA employees/contractors with respect to the safeguarding of classified National Security Information (NSI). Makes recommendations on policies and guidelines in accordance with federal mandates.
- Preparing SOPs on all facets of the NSI Program and developing best practices for operating its program
Basic Qualifications:
- Must hold and maintain a Top Secret clearance, and have been indoctrinated into and/or held active SCI access within the previous 12 months
- Must have a minimum of 6 years of experience in the security field supporting a National Security Information program.
- Must have a Bachelor’s Degree from an accredited school or university (waivers may be provided for exceptional candidates)
Physical Requirements:
- Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine and computer printer
- Must be able to exchange accurate information in these situations
- Frequently communicates with co-workers, management, and customers, which may involve delivering presentations.
- Often positions self to maintain computers in the lab, including under the desks and in the server closet
- Must be able to remain in a stationary position 50%
- Needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
