(0014) Senior Procurement Analyst (Policy Support)


OCT Consulting LLC is a boutique management consulting company that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.


Responsibilities And Duties


We currently have openings for a Senior Procurement Analyst with no less than 10 years of Federal Contracting experience, five (5) of which must be in the procurement analyst role. Experience supporting an acquisition office in the Contract and Procurement Series, 1102 is preferred. The experience can be either as a federal government employee or as a contractor supporting a federal organization or combination of both.


You will:


  • Support compliance strategies and conduct file inspections/audits
  • Provide additional support, as requested
  • Provide business advice, serving as a business advisor to management, program officials and others on matters pertaining to procurement policies and procedures
  • Provide data analytics: develop data sets to analyze procurement timelines, performance statistics, workload statistics, workload balancing, contracting community performance, trend analysis, and forecasting
  • Prepare briefings on contracting topics and create/update contracting-related training; contribute to staff development through the creation of training tools
  • Present data findings and translate data into usable formats through the application of critical thinking
  • Support the organization and development of internal SharePoint capabilities
  • Assist in the development and maintenance of business rules, standardized processes, and forms/templates


Requirements


Qualifications and Skills
  • Training and/or employee development experience (desired)
  • Past exposure to federal government purchase card programs (desired)
  • Five (5) or more years in a Procurement Analyst role
  • Experience developing and/or providing acquisition-focused training
  • Must be able to obtain or retain a Public Trust clearance.
  • The investigation will involve a credit, fingerprint, and law enforcement agency check
  • Bachelor's Degree (preferred)
  • Strong presentation development experience (e.g., PowerPoint)
  • Expert level knowledge of Federal Acquisition Regulations (FAR) and how department and agency level supplements are implemented
  • No less than ten (10) years of cradle to grave federal contract experience
  • Strong writing and research skills
  • FAC-C II, DAWIA II, or equivalent certification
