The City of Richmond, Department of Procurement Services is seeking to fill two Procurement Analyst positions with the individuals having the following characteristics and skills: highly motivated; enjoys working in a people-centered team environment focused on customer service, professional development, and use of widely recognized best practices in public procurement; demonstrated effective oral/written communication skills; excellent analytical and problem-solving skills.
**Note: This position will remain Open Until Filled**
- Ensuring contracting opportunities to diverse businesses;
- Performing additional duties as assigned at the local level such as collaborating with Minority Business Program staff, records administration, managing expenditures, supporting the Procurement Purchasing Card Program, and responding to audit questions;
- Managing preparation and processing of solicitations such as invitation for bids, request for information, and request for qualifications;
- Actively participating in activities and functions that contribute to professional development;
- Reviewing documents for accuracy, completeness, and compliance with laws, policies, and procedures for cooperative procurements, request for quotes, sole source procurements, demand and emergency payments, and other types of procurements as assigned;
- Developing productive business relationships with various City agencies; Identifying strategic sourcing opportunities to reduce overall costs;
- Managing contract administration including modifications, change orders, contract renewals, extensions, and closeouts by ensuring completeness and compliance;
- Providing consultation and performing procurement functions;
Considerable knowledge in purchasing and procurement practices and processes of contract management and administration; computer programs such as Microsoft Office Suite (Word, Excel, PowerPoint, etc.), Oracle, SharePoint, Electronic Procurement programs, EIS reporting tool, Automated Financial Systems, Enterprise Resource Program, Procurement E-Business (Procurement and Payables Inquiry Models), and scheduling systems; Virginia and Richmond procurement codes and related government acquisition regulations and statutes; business law; and mathematics; and accounting, business, finance, contracts, purchasing, economics, industrial management, marketing, quantitative methods, budgeting, business management, and contract management. Demonstrated skills in business writing; negotiating (pricing, terms, and contract conditions); maintaining professional relationships; collaborating with others; and proofreading documents. Demonstrated abilities in attention to detail; multi-tasking; oral and written communication; analyzing guides in terms of acquisition requirements and contractor capabilities; effectively interacting with, coordinating, and resolve problems with personnel from varied backgrounds and organizations.
MINIMUM TRAINING AND EXPERIENCE:
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
- Bachelor's degree in accounting, business administration, finance, or directly related field;
- Two years of professional procurement experience involving the purchase of goods and services;
- Commitment to providing best-in-class customer service through ethics, collaboration, innovation, and professional growth;
- Professional experience in local government setting preferred, but not required.
- Excellent communication (oral and written), analytical, problem-solving, and customer service skills;
- Advanced proficiency in MS Word; intermediate proficiency in MS Excel;
- Experience with Oracle ERP solution;
- Ability to transition easily between collaborative and individual work styles;
