Summary See below for important information regarding this job. Responsibilities Resolving and troubleshooting procurement systems and process-related issues and providing acquisition support within DLA Aviation. Providing guidance and expertise to the workforce, analysts, and management on the development, interpretation and application of procurement policies, procedures and systems to include analysis, development, implementation, and training. Developing, analyzing, and implementing enterprise-wide and local policies, procedures and training guidance. Recommending process improvements and conducting functional analysis of procurement policies and issues, provides acquisition support and training within DLA Aviation, and/or ensures legal and fiducial responsibility and audit readiness. Leading teams in order to analyze, research, and evaluate procurement processes and issues and develop, recommend, and implement improvements (including cross-processes). Managing multiple projects and determining project urgency. Participating in the development and execution of HQ and Aviation initiatives to ensure all requirements are executable and/or have been met. Ensuring the proper resources and mechanisms are in place to support the development and ongoing maintenance of procurement policies/procedures and enhancements, business rules, and training. Maintaining policy, system and process integrity and ensuring training compliance and auditability Tracking, analyzing, interpreting, and communicating compliance findings associated with procurement regulations, policies, and procedures. Develop and/or execute training guidance and support to the Acquisition workforce to include analysis, development, implementation and training. Provide guidance and expertise to senior leadership, management, and the acquisition workforce on the development, interpretation, and application of procurement processes and procedures for major procurement programs, systems and initiatives. Serving as an advisor to senior leadership; responsible for command-level staff work, such as developing white papers, executive summaries, and fact sheets for review and approval, as well as preparing and conducting briefings. Requirements Conditions of Employment Qualifications To qualify for a Procurement Analyst, your resume and supporting documentation must support: A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above. B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Education Requirement above, to qualify for the GS-13 grade level, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Demonstrating analytical/project management skills including analyzing and evaluating issues related to procurement pre-award and post award processes and/or procedures and developing and implementing solutions while maintaining the integrity of the acquisition process. Initiating, developing, recommending, and implementing training process improvements in order to improve the efficiency and effectiveness of the acquisition workforce. Participating in conferences, meetings, briefings, and presentations involving problems and issues of considerable consequence or importance to the segments managed. Serving as project manager providing advice and guidance on all matters relating to procurement and related systems while ensuring compliance to regulations, policies, and procedures. Utilizing written and oral communication skills to effectively exchange information with the acquisition workforce and/or management. Developing and conducting training related to procurement processes, policies, procedures, and guidance to the Acquisition workforce. Leading projects, conducting briefings, and participating in meetings and presentations involving a variety of acquisition workforce issues. Providing guidance and expertise to senior leadership, management, and to the acquisition workforce on the development, interpretation, and application of procurement processes and procedures for major procurement programs, systems, and initiatives to include analysis, development, implementation and training. Ensuring procurement training compliance and auditability. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
