Summary See below for important information regarding this job. Responsibilities Serves in the Procurement Process Support Directorate within the Procurement Training Division. Performs supervisory duties for the Pathways programs participants (i.e., Pathways to Career Excellence (PaCE), Interns). Collaborates efficiently and effectively with team members/stakeholders in execution of duties associated with personnel actions (e.g., hiring, performance evaluations) to ensure compliance with training program?s expectations. Develops training material and conducts training on procurement processes and procurement regulations, policies and procedures to the Acquisition workforce. Conducts contract reviews in accordance with procurement processes and procurement regulations, policies, and procedures. Provides guidance and expertise to the Aviation Workforce and management on the interpretation and application of Procurement processes and procurement regulations, policies, and procedures. Analyzes, researches, and evaluates the Pathways program processed and develops, recommends, and/or implements improvements. Analyzes, researches, and evaluates procurement processes and issues and develops, recommends, and implements improvements. Collaborates efficiently with team members in execution of duties associated with the procurement process to ensure compliance with procurement regulations, policies, and procedures. Serve as Contracting Officer (when applicable) for training related procurement actions. Conducts briefs and presentations to the Aviation Workforce, leadership, and potential applicants (as part of recruiting efforts). Requirements Conditions of Employment Qualifications To qualify for a Supervisory Procurement Analyst, your resume and supporting documentation must support:


  • Basic Contracting Requirement: ) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above.
  • Contracting Officer Requirement: Must possess at least 2 years of experience in a contracting position.
  • Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. In addition to meeting the Basic Education Requirement and Contracting Officer requirements above, to qualify for the GS-12 grade level, specialized experience must be at the GS- 11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Leading and/or supervising procurement personnel. Leading projects, conducting briefings, and participating in meetings and presentations involving a variety of acquisition workforce issues resolving procurement programs, processes, policies and procedures. Analyzing, interpreting, and implementing procurement regulations, policies, and procedures. Identifying and analyzing procurement process issues and developing, recommending and implementing solutions. Performing reviews on procurements to determine compliance with procurement regulations, policies, and procedures. Utilizing written and oral communication skills to effectively exchange information with the acquisition workforce and/or management. Developing and/or conducting training related to procurement processes. Providing guidance and expertise to the acquisition workforce and/or management on the interpretation and application of procurement processes and procedures. Providing guidance and expertise to management regarding the development of the acquisition workforce. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
