Summary
The Senior Manager for Program Excellence is a key position responsible for leading a small but highly experienced staff that provides executive-level operational and program management support for two keys charters across Defense and Security’s US and International based operations.
- Monitor and report “on time delivery” metrics and trends against program contractual requirements and commitments
- Lead the identification, development, implementation, and monitoring of program and portfolio KPIs, metrics, leading indicators, program trending, executive presentations, and portfolio status reports.
- Program Management Charter for:
- Provide analysis and recommendations to program leadership where analysis of performance data highlights negative trends or breaches established performance standards.
- Track, analyze and support program teams with customer satisfaction trends
- Provide leadership and stewardship of Program Excellence organization to implement processes and standards that foster growth, increase productivity, reduce risk, and ensure program and service success.
- Leverage individual SME-level experience and skills in coordinating program specific support functions ensuring flawless execution of company-wide programs.
- Conduct monthly program Estimate-to-Complete and Estimate-At-Complete internal reviews and coordinate with business leaders at multiple levels ensuring common operating picture of program performance and health; provide recommendations and resources for program performance improvement
- Provide a knowledge and resource center for all levels of program/project management
- Manage and improve company-wide program performance review systems including synchronizing monitoring and controlling activities across the US and International organizations
- Leading an intracompany program management counsel focused on Program Management standards and training requirements
- Ensure alignment of Program Excellence strategy, processes and operational assets across Defense and Security
- Facilitate cross-functionally derived expertise and support to Program Management teams in areas including EVMS, scheduling, program Risk Management, and resource tasking
- Segment Level Program Management Monitor and Controlling:
- Conduct operational risk trend analysis on specific at-risk programs providing recommendations and coordinating resources for program improvement

- Partner with P&L Executives to deploy program Risk Management construct to identify and pro-actively manage potential issues
- Partner with Defense and Security P&L Executives to identify standards of performance for all levels (P&L, Portfolio, Programs)
- Partner with Defense and Security Governance lead to develop associated governance packages
- Works with program finance to define and ensures use of standard methodologies, processes, tools and reporting metrics across Defense and Security
- Maintain Project Risk Tiering standards for Defense and Security, including triggers for additional risk avoidance / governance activities
- Lead Defense and Security Gates program
- Provide leadership and supervision to Program Excellence staff
Qualifications and Education Requirements
- Specific experience managing large complex Defense programs; air tier preferable
- Demonstrated experience leading teams of managers and engineers supporting Government customers supporting contract specific deliverables
- 10+ years of relevant experience, preferably in Program Management, continuous improvement, business analysis
- Proven history of delivering on-time/budget, large-scale, complex programs
- Extensive experience with project planning tools with evidence of practical application
- SME-level PM experience managing large (+$700M - $1B) complex programs including production components
- Must be eligible for DoD Personal Security Clearance
- Highly organized, action-oriented and execution-driven
- Strong experience in facilitating discussions with a broad range of stakeholders from various organizations and various seniority levels
- Experience managing international defense programs
- Bachelor’s degree required or equivalent experience, Masters preferred
- Demonstrated ability to coordinate across a large and complex services and products organization
- Ability to multi-task and to perform effectively under pressure
- Exceptional oral and written communication skills
Preferred Skills
- EVMS background, PMP certification
