Parsons is looking for an amazingly talented Senior Instrumentation and Controls (I&C) Engineer to join our team! Parsons Federal Solutions - Engineering is expanding its Instrument and Controls (I&C) staff. Parsons is looking for a self-motivated engineer that can work in a remote engineering environment (WHF). The engineer will provide engineering support for the design phase of a greenfield project. However, the engineer will likely also support other Parsons engineering projects. The engineer will be the primary I&C engineer on the project but will be supported by an I&C discipline lead, other I&C engineers, and I&C designer in the overall engineering group. Willingness to occasionally travel to client’s site location for field assessments and client meetings is expected.

The engineer will be responsible for the design or review of all I&C equipment and instruments. The facility includes numerous large equipment packages by subcontractor(s). The engineer will review submittals from subcontractors. The engineer will be responsible for the integration of packaged equipment and for the design of the balance of the plant not included in subcontractors scopes. Parsons is the engineer of record for the project. The engineer will work and coordinate activities with the other engineering disciplines, and in particular, with Process, Electrical, and Mechanical Engineering.

• Prepare and review procurement documents and submittals for I&C materials and related equipment.

• Review Process Flow Diagrams and assist with the preparation of Piping and Instrumentation Diagrams (P&IDs).

• Coordinate design efforts with team, other disciplines, owner/agents, and suppliers.

• Participate in preparation of design guides, guide specifications, and contract proposals including basis of estimate (BOE) and statement of work (SOW).

• Participate in Failure Mode and Effect Analysis (FMEA) and Process Hazard Analysis (PHA) reviews for equipment, personnel, and environmental safety issues.

• Ensure design documents meet scope, schedule, cost, and quality requirements.

• Ensure design documents meet applicable codes (NEC/NFPA, ISA, UFC, etc.).

• Provide technical guidance to designer/drafters, and lower-level Engineers working on the project.
• May participate in activities related to plant start-ups, field assignments, and factory inspections of equipment.
• Perform other responsibilities associated with this position as may be appropriate.

• May participate in activities with construction personnel concerning constructability issues as related to operational requirements, field conditions, and sequencing/scheduling of construction activities.

• Professional Engineer registration is not required but is desirable.

• Experience in the design of industrial or defense industrial facilities is required.

SKILLS/COMPETENCIES:
Proficiency in utilizing CAD and other PC software packages typically associated with engineering is required. Parsons projects may use Autodesk, Hexagon, and other engineering applications, the engineer is expected to utilize the appropriate software as required by the position. Experience with Microsoft Office/365 suite is required.

Clearance Qualifications:

This position does not require a clearance; but does require U.S. citizenship with the ability to successfully pass a background check, which may include drug testing.

Salary Range:

$79,100.00 - $138,400.00
