Parsons is expanding its Instrument and Controls (I&C) to support our manufacturing and industrial clients.

The engineer will be the primary I&C engineer on the project but will be supported by an I&C discipline lead, other I&C engineers, and I&C designer in the overall engineering group.

The engineer will be responsible for the design or review of all I&C equipment and instruments. The facility includes numerous large equipment packages by subcontractor(s). Engineer will review submittals from subcontractors. Engineering will be responsible the integration of package equipment and for the design of the balance of the plant not included in subcontractors scopes. Parsons is the engineer of record for the project. The engineer with work and coordinate activities with the other engineering disciplines, and in particular Process, Electrical, and Mechanical Engineering.

SPECIFIC RESPONSIBILITIES:

• Participate in Failure Mode and Effect Analysis (FMEA) and Process Hazard Analysis (PHA) to consider equipment, personnel, and environmental safety
• Ensure drawings, specifications, reports and analyses meet scope, schedule, cost, and quality requirements
• Prepare, review, and/or approve of instrument specification data sheets and submit purchase requisitions for approval
• Prepare sketches and perform calculations for a detailed segment of a project
• Review and approve design drawings for assigned segment of a project
• Evaluate vendor bids and vendor submittals/drawings to assure compliance with specifications
• Prepare, review, and/or approve of equipment and material specification data sheets and submit purchase requisitions for approval
• Prepare equipment lists, instrument index, loop sheets, I/O lists
• Meet with plant technical staff to discuss technical information and features
• May participate with construction personnel concerning constructability issues as related to field conditions, sequencing and scheduling of construction activities
• Ensure design documents meet applicable codes (NEC, NFPA, ISA, UFC, etc.)
• Communicate equipment design to project personnel and other disciplines
• Participate in plant start-ups and field assignments as required; can include equipment inspections at vendor facilities
• Review Process Flow Diagrams and Piping and Instrument Diagrams (P&IDs)
• Performs other responsibilities associated with this position as may be appropriate.
• May act in an advisory capacity to senior management personnel on engineering related matters.
• Provides technical guidance to CAD Designer/Drafters, Designers, and lower-level Engineers working on the same project.
• Prepares and issues specifications, data sheets, and other construction documents.
• Participate in preparation of design guides, guide specifications, and contract proposals including basis of estimate (BOE) and statement of work (SOW)

EDUCATION/EXPERIENCE:

• Expertise in National Electrical Code requirements for industrial facilities and hazardous locations.
• Experience in Safety Instrumented Systems (SIS) design is desirable.
• Bachelor's Degree in Controls Engineering, Chemical Engineering, Electrical Engineering (or related field) and typically 8+ years of related work experience.
• Professional Engineer registration is not required but is desirable.
• Experience in both control systems types is desirable. Experience in the design of industrial chemical manufacturing facilities.
• Experience in development of instrumentation and valve specifications. Experience in the design of programmable logic controllers (PLC) or distributed control system (DCS) based control systems.

SKILLS/COMPETENCIES:
Proficiency in utilizing CAD and other PC software packages typically associated with engineering is required. Parsons projects may use Autodesk, Hexagon, and other engineering applications, the engineer is expected to utilize software as required by assignment. Experience with Microsoft Office/365 suite is expected.

Salary Range:

$92,200.00 - $161,400.00
