Under the direction of designated supervisor, position performs a variety of advanced technical duties related to operating, maintaining, installing, and troubleshooting instrumentation, process control and Supervisory Control and Data Acquisition (SCADA) systems for the City's water, wastewater and lift stations system. This job has no supervisory responsibilities.

Responsibilities and Reporting During an Emergency Situation
:
Essential Employees may be required to work during a declared emergency. Depending on the nature of the emergency, this may require working around the clock for several days on short notice.
Non-Essential Employees will not be required to work during a declared emergency. The employee’s Department Head will determine when the employee will be required to work.

Duties/Responsibilities

  • Inspect equipment for malfunctions, maintenance needs, breakage, and detection of potential problems and causes of instrument failure.
  • Identify opportunities for continuous improvements for enhancing the instrumentation and SCADA system.
  • May be required to drive a motor vehicle to perform assigned tasks.
  • Support field personnel with GIS mobile data collections and applications
  • Programs PLC’s (Programmable Logic Controllers)
  • Communicates effectively orally and in writing at all levels regarding recommended maintenance and repair procedures.
  • Use test equipment such as multi-meters, digital voltmeters, digital calibrators, digital logic probes, oscilloscopes, SWR meters, frequency measuring meters, and other pertinent electrical and electronic measuring devices.
  • This position requires regular and reliable attendance and the employee’s physical presence at the workplace.
  • Review and evaluate technical specifications for new control systems/alterations of existing ones for feasibility and technical adequacy.
  • Maintain records of services and instrumentation maintenance performed.
  • Update the City GIS with data collected from field.
  • Install, troubleshoot, program various types of PLC’s.
  • Programs, installs, and troubleshoots telemetry systems for water and wastewater.
  • Assist with purchasing and work orders related to SCADA systems.
  • Researches and evaluates new developments in the fields of SCADA systems, GIS and related technologies. mapping hardware and software as applicable.
  • Bench test radio equipment to determine if it needs repair.
  • May assist with installing wiring for SCADA panels.
  • Monitors, maintains, repairs, replaces, and installs lift station SCADA systems.
  • Analyzes SCADA equipment failures to determine cause and to prevent recurrences.
  • Performs other duties as assigned.
  • Troubleshoots software and hardware problems with SCADA panels in the field and office.
  • Install, calibrate, and repair various types of electronic equipment and instruments, using electronic testing equipment and hand tools.
  • Monitor and maintain inventory of electronic components in stock; ensure adequate stock; supplies and parts and procure replacements from vendors.
  • May be required to work in on-call status during assigned periods.

KNOWLEDGE, SKILLS AND ABILITIES
  • Proficient in the use of spreadsheet, database and presentation software.
  • Skill in written, verbal, electronic, and visual communications for effective expression and clarity.
  • Ability to operate necessary equipment, including personal computer, network server, network equipment, mainframe, network routers, tape library system and testing and diagnostic equipment.
  • Ability to speak and document clearly and persuasively in positive or negative situations.
  • Skill in organization, prioritization, and time management.
  • Knowledge of network operating systems, data and file structure.
  • Proficient in the use of GIS desktop and mobile data collection
  • Ability to apply sound judgment and interpretation based on acquired knowledge in circumstances where limited standardization exists.
  • Ability to establish and maintain effective working relationships.

Minimum Requirements

  • Associate’s Degree from an accredited institution in Computer Science or Electronics Technology or equivalent electronics technical school and four years combination of experience in the following areas: PLC programming, Radio systems, computer usage, instrumentation, electrical or HMI SCADA
  • An equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities to perform the essential job functions may be substituted for the degree.
  • Must possess a valid Florida Driver’s License with an acceptable driving record.

PREFERRED QUALIFICATIONS
  • Experience with Data Flow Systems HT4 SCADA Software
  • Experience in Esri desktop and mobile data collection applications
  • Telemetry Control Unit 800 (TCU800)

  • Visual Acuity 1 - prepare, analyze data, transcribing, computer terminal, extensive reading.
  • Balancing – maintain equilibrium to prevent falling while walking, standing, or crouching.
  • Stooping – bending body downward, forward at waist, with full motion of lower extremities and back.
  • Mental Acuity – ability to make rational decisions through sound logic, deductive reasoning.
  • Walking - on foot to accomplish tasks, long distances, or site to site.
  • Repetitive Motion – substantial movements of wrists, hands, fingers.
  • Visual Acuity 3 - determine accuracy, neatness, observe facilities/structures.
Work performed is primarily:
  • May be required to work hours other than the regular schedule including nights, weekends, and holidays.
  • Works in an office environment and sits for long periods of time
  • Medium work: Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
