The North Carolina Department of Revenue is currently accepting applications for a Revenue Officer II position for the Individual Income Tax Non-Filer Unit. The primary purpose of this position is to bring resolution to taxpayer collection cases that were assessed through one of the individual income tax non-filer initiatives by conducting investigative research, interpreting and enforcing North Carolina tax laws and actively collecting liabilities due to the State. The Individual Income Non-Filer Unit Officer will engage in all activities involving the collection and resolution of delinquent taxes including, but not limited to, requesting special assessments, working with taxpayers to meet criteria for an installment agreement, submitting Offers in Compromise and performing financial adjustments as well as timely and accurately submitting cases for action by the Special Enforcement Unit. The Individual Income Non-Filer Unit Officer must have a comprehensive knowledge of the individual income tax schedule and revenue laws relating to this schedule in order to determine tax liabilities, secure delinquent tax returns, conduct tax investigations and resolve cases. Cases assigned to the Individual Income Non-Filer Unit Officer are considered the most complex in the TPAC Division’s inventory and are assigned by case source codes that identify the non-filer process.


The Individual Income Non-Filer Unit Officer reports directly to the Individual Income Non-Filer Unit Supervisor. Problems involving tax policy, requests for special assessments and levies or other related issues are referred to the Individual Income Non-Filer Unit Supervisor for clarification or approval. The Individual Income Non-Filer Unit Supervisor will make periodic work reviews to ensure that appropriate actions are taken to resolve cases in a timely manner. These evaluations are reported to the Assistant Director in charge of the Individual Income Non-Filer Unit.


Knowledge, Skills And Abilities / Competencies


  • Ability to work independently to arrive at sound collection decisions, and be willing to assume responsibility for the consequences of the decisions
  • Ability to exercise sound judgment and discretion in collecting taxes and resolving cases
  • Comprehensive knowledge of principles of business administration and legal entity structure related to reporting and/or calculating tax
  • Ability to collect delinquent taxes
  • Excellent communication skills, both verbal and written
  • Comprehensive knowledge of all tax schedules and revenue laws relating to these schedules
  • Ability to analyze complex individual income tax and collection problems, make proper application of tax laws, interpretations and regulations
  • Ability to deal with conflict in a professional manner during highly emotional situations
  • Ability to investigate using the Internet and other resources
  • Ability to explain and promote the state’s position on issues and yet remain sensitive to taxpayers’ rights
  • Effective analytical and research skills
  • Ability to evaluate taxpayer’s financial documents in order to bring case resolution
  • Basic skills using Microsoft Word and Excel


Minimum Education And Experience Requirements

Bachelor's degree in Business/Public Administration, Economics, Accounting or related field from an appropriately accredited institution and three years of experience in accounting or collection work involving public contact; or an equivalent combination of education and experience.
