Under general supervision, the purpose of this position is to plan, organize and maintain the City records management activities including providing effective support and training to ensure city-wide compliance, responding to open records requests, and complex clerical work requiring specialized knowledge in records management, public information laws and departmental operations. This position may provide administrative support to the City Secretary.

Essential Functions

This information is intended to be descriptive of the key responsibilities of the position. The following examples do not identify all duties performed by any single incumbent.
  • Develops and implements records management standards, policies and procedures in consultation with the City Secretary as the Records Management Officer; and coordinates the annual destruction of records process for the City in accordance with established retention schedules and legal requirements.
  • Serves as Administrator for the Records Management software system and oversees the conversion of paper records to other storage media to ensure accurate, high quality records, and efficient viewing and reproduction methods.
  • Provides responsive, high quality service to internal/external customers by providing accurate, complete and up-to-date information in a courteous, efficient, and timely manner.
  • Responsible for the records storage facility by designating record locations, coordinating record moves and retrievals, and tracking storage capability.
  • Plans, organizes and implements the records management program by coordinating records management activities with all City departments to ensure effective and efficient compliance with all applicable laws and regulations; establishes, reviews and maintains records retention schedules; and participates in developing and implementing City document and records management programs, systems and procedures.
  • Responds to public information requests including coordinating the gathering of requested information across departments; reviewing responsive information for confidential information; coordinating requests for an opinion to the Texas Attorney General's Office through the City Attorney; accessing charges in compliance with State law; and administering the records request tracking software.
  • Provides documents and records management training on all software systems to City staff.

Job Requirements

Education & Experience
Work requires broad knowledge in a general professional or technical field. A typical way to obtain the required qualifications would be:

  • Associate's degree plus two (2) years of relevant work experience
  • A cover letter is required to be considered for the position
Education must be related to records management, library science, public administration, or business. Other combinations of education and experience may be considered.
Certification and Other Requirements
  • Laserfiche, JustFOIA, and Gimmal Records experience preferred
  • Certification in Records Management preferred
  • Must possess Notary Public license within six (6) months of employment
  • Valid Texas Class C Drivers License

Supplemental Information

Reading
Intermediate-Ability to read papers, periodicals, journals, manuals, dictionaries, thesauruses, and encyclopedias. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.
Math
Intermediate-Ability to deal with system of real numbers; practical application of fractions, percentages, ratios/proportions and measurement. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.
Writing
Intermediate-Ability to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.
Managerial
Receives directions: The employee normally performs the duty assignment after receiving general instructions as to methods, procedures, and desired end results with some discretion when making selections among a few, easily identifiable choices. Assignment is reviewed upon completion.

No responsibility for the direction or supervision of others.

Health & Dental Insurance
The City of Allen offers a choice of two PPO Medical Plan options for full-time employees. Vision insurance is included through enrollment in either of these plans. Employees also have the option of participating in an indemnity Dental Plan. Coverage is available to all full-time employees and their dependents under these plans at group rates. Employee insurance coverage goes into effect the first day of the month following 30 days of employment.
Insurance Coverage
Basic Group Life Insurance and Accidental Death and Dismemberment protection is provided to eligible full-time employees in the amount of one time the annual salary up to a maximum of $250,000 for each benefit.
Long-Term Disability Insurance is provided at no cost to full-time employees.
The City of Allen also offers optional programs that include Short-Term Disability, Voluntary Supplemental Life, Dependent Life and Voluntary AD&D insurance group rates.
Flexible Spending Accounts
Participation in Flexible Spending Accounts through payroll deduction for Health Care and Dependent Care expenses is also available for full time employees.
Wellness Program
The City of Allen administers a wellness program for full-time employees which provides premium reimbursement for participation in various wellness programs throughout the year.
Workers Compensation
All employees are covered by workers compensation for injuries sustained in the line of duty.
Holidays
Employees receive nine paid holidays per year, including one personal day.
Vacation
Employees with less than ten years of service are eligible to earn 120 hours per year. Employees with ten or more years of service are eligible for 160 hours per year.
Sick Leave
Full-time employees on a 40-hour workweek shall accrue 4.62 hours towards sick leave per pay period. There is no limit to the amount of sick leave hours accrued.
Retirement
The City of Allen participates in the Texas Municipal Retirement System (TMRS): All full-time employees must participate in the Texas Municipal Retirement System. TMRS is a qualified tax deferred retirement plan under Section 401 of the IRS. Seven (7%) percent of gross earnings are deducted each payroll as a pre-tax deduction and deposited into the member account. When an employee becomes vested and retires, the City provides 2-to-1 matching contributions. The City of Allen also participates in Social Security.
Deferred Compensation
The City of Allen offers an optional deferred compensation 457 plan in which employees can contribute a portion of their salary, before taxes, to a retirement account.
Longevity
Employees who have been with the City of Allen at least a year receive $4 per month for every month worked.
