Job Description
Summary The primary purpose of this position is to serve as the Department Head of the Department of Systems Acquisition Management of the School of Systems and Logistics, Air Force Institute of Technology. Incumbent exercises full supervisory and managerial authorities. Responsibilities Plans, organizes, and oversees the activities of the Department of Acquisition Management. Exercises supervisory personnel management responsibilities. Represents AFIT at a variety of Air Force and Department of Defense organization meetings, symposia, and conferences. Acts as guest lecturer for AFIT. Requirements Conditions of Employment Qualifications Conditions of Employment Continued This position meets the professional exemption criteria for the Fair Labor Standards Act (5 CFR 551.207) Selectee must hold a "Practitioner" APDP certification in Program Management or be able to attain this certification level within 48 months of assignment. This is a Critical Acquisition Position (CAP). Unless waived, the selectee must: be member of the Acq Corps or be able to be inducted in 6 mos; agree to remain in this position for 3 years; meet certification requirements or be able to meet them within 2 years; engage in continuous learning activities. In order to qualify, you must meet the education and/or experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series. BASIC QUALIFICATIONS: A. Successful completion of a degree from an accredited college or university that included or was supplemented by major study in Education or in a subject matter field appropriate to the position (e.g., Acquisition, Contracting, Logistics Management, Program Management, Financial Management, etc.). OR B. Combination of education and experience -- courses equivalent to a major in Education, or in a subject-matter field appropriate to the position (e.g., Acquisition Contracting, Logistics Management, Program Management, Financial Management, etc.), plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above. AND SPECIALIZED EXPERIENCE: At least (1) one year of specialized experience equivalent to the next lower grade (GS-13) level in the Federal service or equivalent pay systems. Specialized experience is experience in acquisition management AND experience in developing and/or presenting information in an adult learning or consultation environment (e.g. professional continuing education, college/university instruction, lessons-learned presentations, specialized techniques/process training, or professional advice/guidance to groups of peers or near-peers etc. which shows curriculum development and/or instruction). KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: A Bachelors Degree in Business, Acquisition Management or related field is required; an advanced degree is desired. Knowledge of professional principles, practices, techniques, and procedures of acquisition, acquisition logistics, program management, finance, and contracting management and education to effectively perform supervisory functions associated with educational development, execution, training, and advisory services in acquisition, program management, contracting, and related technical disciplines. Detailed professional knowledge of and expertise in at least one of the following technical disciplines: acquisition management, program management, or contracting management. Expert knowledge of the educational processes and the ability to direct the development of curriculum to meet customers' requirements. Must demonstrate initiative and originality in formulating educational policies and procedures where none exists. Incumbent must have outstanding academic and managerial experience and competence, must be a recognized leader in the systems acquisition field and must have the ability to judge Air Force, Department of Defense and national educational needs in relations to capabilities and limitations. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the faculty and staff of the department. Ability to analyze, plan, and adjust work operations of the department to meet program requirements and objectives within available resources. Ability to communicate clearly both orally and in writing. Extensive knowledge of business/acquisition management and Air Force professional continuing education policies and practices.
