Job Description
Job Summary


JOB SUMMARY


Under general supervision of the Records Supervisor, is responsible for receiving and processing case requests for the Police Department in accordance with local and legislative regulations. The position works independently in a highly organized manner with limited supervision.


Essential Functions And Decision Making


ESSENTIAL FUNCTIONS Point of contact for all police agency records requests from the District Attorney’s Office and Hays County District Clerk’s Office; Provides response and maintains communication to requests for police agency records within regulations mandated by the Michael Mortan Act, Senate Bill 111 and Texas Government Code.


  • Redacts or reviews redaction in confidential records before releasing documents to the public.
  • Coordinates and provides information to other law enforcement and government agencies as well as certifying cases involving juveniles and working closely with juvenile probation.
  • Provides assistance to citizens and other departments regarding public information matters.
  • Required to be able to render credible testimony in any court proceeding to include District and County Courts
  • Complies with the City’s Public Information Policies and Procedures in accordance with the Texas Public Information Act.
  • Works closely with the Police Records Supervisor to review and complete court ordered expunctions, sealing orders, oversees the records destruction process, submits reports to the Texas State Library.
  • Maintains and utilizes departmental programs, records and databases; creates or updates existing procedures, forms or databases to comply with current laws and regulations.
  • Works closely with Risk Management to stay informed of possible and pending litigation and legal holds on records that would require an Attorney General Opinion if requested.
Miscellaneous


  • Performs various administrative tasks requiring tracking, interaction, and coordination with departmental staff and other city departments.
  • Regular and consistent attendance for the assigned work hours is essential.
  • Performs other related duties as assigned or required.
  • Creates transcriptions when needed
  • Provides backup support for records staff as needed.
  • Travels to and attend meetings, conferences and training.
  • Notarizes official records and reports.


DECISION MAKING


  • This position works under limited supervision.
  • Must possess the ability to independently solve problems and make decisions concerning assigned projects.


MINIMUM QUALIFICATIONS (Salary Is Dependent Upon Qualifications)


MINIMUM REQUIREMENTS


  • Must obtain certification as a Notary in the State of Texas within 6 months of hire date.
  • Two (2) years customer service and records experience is required.
  • High School Diploma or equivalent is required.
  • May be required to obtain National Crime Information Center and Texas Crime Information Center Certifications.
  • Must possess a valid Texas Driver’s License with an acceptable driving record.


Preferred Qualifications


  • Bilingual (English/Spanish) preferred.

  • Knowledge of Texas Code of Criminal Procedure, Family Code, Government Code, knowledge of computers and related equipment, hardware and software to maintain multiple databases and spreadsheets.
  • Effective verbal and written communication skills are required; must be able to maintain positive working relationships with City departments and personnel, outside agencies, the media, and the general public.
  • Maintains the integrity, professionalism, values and goals of San Marcos Police Department by assuring that all rules and regulations are followed, and that accountability and public trust are preserved.
  • Must be able to read/comprehend law enforcement records, offense codes, and regulations governing records management activities.
  • May be exposed to hostile and/or angry citizens and defendants.
  • Maintains the absolute confidentiality of all records and information
  • May be required to appear and testify in court.
  • Knowledge of the Public Information Act


PHYSICAL DEMANDS AND WORKING CONDITIONS


Physical requirements include lifting up to 20 pounds rarely. Subject to handling, fine dexterity, vision, hearing and talking constantly; sitting frequently; standing, walking and bending occasionally; lifting, carrying, pushing/pulling, reaching, kneeling, crouching, crawling, twisting, climbing, balancing and foot controls rarely.


Working conditions involve exposure to infectious diseases, criminal offenders, and potentially irate members of the public.
