Under direction of the Executive Vice President (EVP) of Engineering and Construction, the Quality Assurance and Control Administrator is responsible for management and oversight of the quality assurance and quality control program administered by Austin Transit Partnership (ATP).The position collaborates with design and construction staff on projects in the functional phases of planning, design, and construction in coordination with Austin Transit Partnership (ATP) and other outside agencies/contractors identified by ATP. The position reports to and provides technical support to the EVP Engineering and Construction and the management team and ensures ATP’s quality system priorities, strategies, and performance measures, are completed within established budgetary and scheduling guidelines.
Essential Duties and Primary Accountabilities

· Observe the work of ATP staff and other contractors; coordinate schedules, projects, and programs; provide constructive feedback; review and evaluate work and make effective suggestions and recommendations.
· Oversee and provide policy guidance on ATP quality management program development; lead development and implementation of various ATP programs that define the quality culture and quality requirements and standards of care for implementation of regulatory and contractual requirements.
· Develop and update quality system procedures, plans and forms as necessary and provide input into related design and construction documents and plans.
· Provide quality oversight of construction commissioning, integration and rail activation testing, installation, and construction.
· Represent ATP with the Federal Transportation Administration (FTA) and (PMOC) on resolution of key quality related design and construction issues; participate on design and construction proposal evaluation teams, and other related activities to represent and manage the quality related aspects of the program.
· Ensure technical interface conflicts and issues are resolved.
· Develop and publish audit schedules for Project Connect, based upon project and operational schedules; and perform quality assurance, safety and security certification audits, and surveillance of design and construction contracts activities.
· Perform the audits, surveillances, initiatives, and issues for the conformance to contract document requirements between ATP and its contractors, consultants, and other associated organizations.
· Ensure accountability and compliance with all current and applicable state and federal laws, ATP policies and procedures, rules, and regulations.
· Perform other duties as required and/or assigned.
MINIMUM QUALIFICATIONS
Education and Experience:
· Bachelor’s Degree in engineering, industrial engineering, project management, or closely related field.
· Seven (7) years of engineering, quality and/or project management experience in design and construction transit related field that includes a minimum of five (5) years of quality management including large, complex projects and contractor oversight.
· Certifications as an American Society for Quality (ASQ) Certified Manager of Quality/Organizational Excellence (CMQ/OE), Certified Quality Auditor (CQA) and/or Lead Auditor.

An equivalent combination of education, experience, knowledge, skills, abilities, and other characteristics consistent with the required qualifications.
Skills, Knowledge and Abilities:
· Knowledge of construction regulations and standards.
· Knowledge of project management, scheduling, construction contract administration principles and practices.
· Knowledge of civil, electrical, mechanical, transit system maintenance, signals, traction power and track principles and practices.
· Experience with an organization that has major construction projects.
· Experience with FTA Capital Investment Grant programs.
· Ability to establish and maintain effective working relationships with ATP staff, executive management, peers, community groups, outside agency partners, other governmental officials, the public and media representatives.
· High level of analytical and creative skills and ability to find creative, imaginative, or unique solutions to complex interpersonal, professional, technical, financial, and administrative problems.
· Highly developed oral and written communication and presentation skills. Demonstrated ability to evaluate different alternatives and select or recommend the one that best meets the business and professional need of the situation without regard for personal biases.
· Advanced project management techniques and principles.
· Ability to respond to inquiries in effective oral and written communication.
· Ability to work cooperatively with other divisions, agency officials, and outside agencies.
· Ability to educate design and construction staff, consultants and contractors on quality principles and requirements.
Job Type: Full-time
Pay: $105,000.00 - $153,000.00 per year
