Job Description
Summary


The King County Wastewater Treatment Division (WTD) has a staffing need for an experienced, highly visible and proficient Project Representative.
This position is part of a construction management team responding to challenging projects as the direct liaison between the County and various contractors. This role provides overall oversight in the administration of Work Order contracts for the Conveyance Inspection Unit and other construction trade contracts, as assigned.

WORKING CONDITIONS:

  • Work Schedule: This position is covered under the provisions of the Fair Labors Standards Act (FLSA) and is overtime eligible. This full-time position works a 40-hour work week
  • Union Representation: This position is represented by the Technical Employees Association (TEA).
  • Work Location: Hybrid/Telecommute and South Treatment Plant — 1200 Monster Road SW, Renton WA for monthly meetings and other job duties

Job Duties

Job Duties:

  • Administer contract changes and resolve contract disputes. Oversee the preparation of contract changes, including revisions to specifications, drawings, schedule, and cost.
  • Administer contracts and ensure compliance with contract plans, specifications and requirements per public works construction contracting guidelines
  • Coordinates scope, schedule, budgets and, works collaboratively with project stakeholders in directing assigned projects.
  • Review plans and specifications for specific projects to ensure compliance with established construction standards, applicable codes, and regulations.
  • Direct the management and implementation of public works construction contracts, including low bid lump sum, job order and work order type contract.

Experience, Qualifications, Knowledge, Skills

Required Qualifications:

  • Experience navigating construction claims/litigation.
  • Experience managing large, high profile, and technically and/or contractually complex public works construction contracts.
  • Construction experience in operational industrial, water, and wastewater treatment facilities.
  • Construction experience in heavy civil construction or in operational wastewater treatment facilities.
  • Additional experience in alternative construction delivery methods including progressive design build and/or GCCM.
  • A Bachelor's degree in construction management, engineering or a related technical field OR the equivalent combination of education and experience and five (5) years of construction engineering / management experience, which includes 3 years of field inspection, is required.
Preferred Qualifications:
  • Working knowledge of codes, standard plans and specifications, and quality control methods.
  • Demonstrated ability to inspect material and workmanship, to recognize construction deficiencies and omissions requiring corrective action.
  • Thorough knowledge of current acceptable construction methods, practices, materials and equipment. At least two years of experience in construction of wastewater or heavy industrial facilities.
  • Working knowledge of relevant construction laws, ordinances, County policy, and contract terms and conditions.
  • Ability to read and interpret engineering drawings and specifications and provide constructive, relevant comments to project managers, engineers and consultants.
Licensing, Certification and Other Requirements:
  • Training in industrial first aid and confined space entry (or obtain within six months)
