Job Description
FHI 360’s National Institute for Work and Learning is currently recruiting for the position of Project Manager for an anticipated U.S. Department of Justice (DOJ) contract award. With an expected kick-off date of October 1, 2023, the project seeks to strengthen community-based reentry service providers via an ‘incubator’ model of competitive sub-awards plus training and technical assistance. The DOJ will award two intermediary organizations to serve as fiscal agent distributing subawards to community and faith-based organizations and provide technical assistance to them. The Project Manager will be the primary representative of the project and oversee staff and activity implementation while managing relationships with the DOJ. This position is contingent on project award and funding.
FHI 360’s National Institute for Work and Learning (NIWL) is comprised of three portfolios: research and evaluation, strategic initiatives and programming, and workforce initiatives, all led by the Director of NIWL and grounded in positive youth development concepts. NIWL focuses on two key drivers of individual well-being—education and employment— to improve lives. The beneficiaries of our programs typically come from historically underserved communities and are impacted by poverty, displaced from school or the workforce, involved with the justice system, or experience systemic and institutional inequities. We work with foundations, government agencies, school districts, institutions of higher education businesses, community-based organizations, and the workforce system to deliver high impact results.
Duties and Responsibilities:
  • Organizes project(s) activities ensuring completion of the project on schedule and within budget constraints.
  • Delivers technical assistance and training in the areas of organizational development and justice programming.
  • Manages new proposal and partnership development for justice and workforce development programs.
  • Responsible for all project deliverables.
  • Leads and directs the development and implementation process for training and technical assistance projects involving departmental or cross-functional teams.
  • Selects, develops, and evaluates personnel to ensure the efficient operation of the function.
  • Plans and directs project schedules and monitors budget/spending.
  • Directs the project from initiation through delivery.
Education:
  • Project Management (PM) Certification highly desirable.
  • Bachelor's Degree or its International Equivalent; Masters Degree preferred.
Experience:
  • Documented history of working with formerly incarcerated individuals, exposure to reentry case management, and anti-recidivism strategies is highly desirable; leading training and technical assistance is required.
  • Demonstrated strategic planning, staff development and capacity building experience.
  • Experience working in a non-governmental organization (NGO).
  • 8+ years of relevant experience with projects management principles and practices (including 2+ years of line management experience; 5+ preferred).
  • Demonstrated experience in leading and managing complex projects.
The expected hiring salary range for this role is listed below. FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.
Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.
Hiring Salary Range: $80,000 - $130,000
