The Opportunity
We are pursuing qualified candidates to fill Program Specialist III, CEO positions within the Chief Executive Office’s Workers’ Compensation section. The position provides professional services to operating departments regarding complex problems in the administration of Workers’ Compensation.

Essential Job Functions

Position Responsibilities

  • Assists in resolving complaints/problems related to Workers’ Compensation
  • Assists in conducting or conducts formal training sessions/oral presentations related to the Los Angeles County Self - Insured Workers' Compensation program
  • Prepares various complex documents (e.g., detailed settlement authorizations, fiscal reconciliations, reports, policies and procedures, instructional materials, charts, graphs, tables, retro – temporary disability forms) related to Workers’ Compensation with investigative, factual and analytical data
  • Stays current on knowledge related to the Workers' Compensation program
  • Monitors the Los Angeles County Self - Insured Workers' Compensation program
  • Assists in developing new or updating current Workers’ Compensation programs, policies, and procedures

Requirements
SELECTION REQUIREMENTS:
Five years’ experience in a staff capacity administering California workers’ compensation indemnity claims, of which one year must have been at the level of Los Angeles County class of Program Specialist II, CEO AND a California Self Insurance Certification of Achievement.
SPECIAL REQUIREMENT INFORMATION:
  • In the County of Los Angeles, experience in a staff capacity includes assisting and supporting administration in the efficient operation of functions by doing research into matters such as: utilization of personnel; allocation of funds; workload and workload fluctuations; programs and procedures for accomplishing work objectives; and developing recommendations as a result of research.

In the County of Los Angeles, experience at the level of Program Specialist II, CEO is defined as providing professional services to operating departments or organizational/departmental sections/divisions regarding administration of specialized organization-wide programs, under general supervision.
Certificate Information:
Please be sure to write the title of the required certificate, date issued, and name of the issuing agency as specified in the Requirements. In addition, a copy of the required certificate must be attached to your application at the time of filing or emailed to the exam analyst within 15 calendar days of filing. If you do not provide the required certified within 15 calendar days of filing, you will be disqualified.
License
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
Physical Class
Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
Out of Class Experience will not be accepted for this examination.

APPLICANTS MUST ACHIEVE A PASSING SCORE OF 70% OR HIGHER ON PART I - MULTIPLE CHOICE AND/OR SIMULATION ASSESSMENT(S) IN ORDER TO PROCEED TO PART II - WRITING ASSESSMENT.
MULTIPLE CHOICE TESTS ARE NOT REVIEWABLE BY CANDIDATES PER CIVIL SERVICE RULE 7.19.
Part II: A writing assessment, weighted 25%, assessing English Structure and Content, Written Expression, and Prioritizing Information.
APPLICANTS MUST ACHIEVE A PASSING SCORE OF 70% OR HIGHER ON PART II - WRITING ASSESSMENT IN ORDER TO PROCEED TO PART III - EVALUATION OF TRAINING AND EXPERIENCE.
Part III: An evaluation of training and experience, weighted at 25%, assessing Professional Technical Knowledge, Political & Organizational Navigation, Customer Service, Data Analysis and Problem Solving.
APPLICANTS MUST MEET THE REQUIREMENTS AND ACHIEVE A PASSING SCORE OF 70% OR HIGHER ON EACH WEIGHTED TEST PART IN ORDER TO BE PLACED ON THE ELIGIBLE REGISTER IN THE ORDER OF THEIR SCORE GROUP FOR A PERIOD OF 6 MONTHS FOLLOWING THE DATE OF PROMULGATION.

Eligibility Requirement
The names of candidates receiving a passing score in the examination will be placed on the eligible register for a period of six (6) months.
