Duties

The WVPC strategically plans, coordinates quality care, evaluates delivery of care including timeliness and outreaches to women veterans needing services. VA offers a comprehensive total rewards package.
The incumbent is to coordinate the provision of comprehensive health care services to women veterans; plan for the establishment of new specialty or primary programs and the expansion of existing programs to meet the needs of women veterans who are currently seeking care within the facility and the increasing number expected to do so; ensure equity of access, service and benefits to women veterans; coordinate the provision of state-of-the-art diagnostic, treatment, consultation and referral services for women veterans within a comprehensive, integrated health care network; coordinate medical and/or surgical health care services and provide psychological care of mental health needs, assess the improved quality of clinical care; collect, develop and analyze data derived from these programs to assist in planning for women veterans services, and utilize appropriate clinical indicators and monitoring activities to assure that the care provided is of the highest quality.
The incumbent must ensure the coordination and provision of gender-specific and gynecological services; ensure counseling and treatment for sexual trauma; ensure appropriate psychiatric services such as drug and alcohol treatment and group therapy, which may have gender variations; endocrinology; and oncology (breast and reproductive cancers) to eligible women veterans. The incumbent coordinates input from providers and works closely with the Pharmacy and Therapeutics Committee to ensure that appropriate pharmaceuticals are available. The incumbent designs and implements an aggressive outreach program to identify and locate women veterans in need of health care services. Outreach is to include extensive communication and coordination with state veterans' offices and other health social services agencies.
As an initial point of contact for women veterans, the incumbent ensures/provides case management of women veterans' health care services through the utilization of medical center staff and/or community service providers. The incumbent will network with appropriate statewide service providers and community resources to ensure that women veterans receive services within a reasonable radius of their home. The incumbent will provide consultation and technical assistance to the medical center/VISN Contracting Officer as required for contracted services.
The incumbent is the designated contact person for medical center staff, women veterans and their families, as appropriate, who are in need of health care and counseling services. To the extent possible, the WVPC must ensure that the veteran is followed throughout the treatment process to ensure appropriateness and continuity of care. As such, the WVPC will assure compliance with all existing VA policies and regulations, medical center procedures and policies and other relevant requirements.
The incumbent conducts ongoing reviews of the medical center environment to ensure that it promotes comfort, privacy, feelings of security and a sense of welcome. The incumbent identifies and resolves privacy issues for all medical center and CBOC patients. The incumbent conducts ongoing internal reviews and quality improvement monitoring, developing and monitoring gender-specific indicators and monitoring outcomes in health care delivery to women veterans in both the outpatient and inpatient settings, including oversight and participation in local and national performance measures, developing action plans to address underperforming measures. The WVPC will initiate and support activities which educate and sensitize internal staff to the unique needs of women. This includes developing and coordinating orientation and training programs for new medical center employees, coordinating women veterans' activities and programs within the facility and developing resource guides and other written literature relevant to the Women Veterans Health Program.
Incumbent is an approving official and complies with all the acquisition regulations, both Federal, VA and local to include 8A, small business, Javis Wagner O'Day Act, and mandatory sources. Ensures that cardholders adhere to these procurement requirements. Monitors to ensure that cardholders conduct daily purchase card reconciliation's reconcile with the required timeframe and that reconciliation's are correct. Certifies reconciled payment charges in IFCAP within 14 days of cardholders reconciliation. Completes reconciliation's for employees who leave their service and still have purchases pending. Complete reconciliations for employees who are on leave for more than 7 calendar days.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
See VHA Handbook 1330.02; VA Handbook 5005, Part II, Appendix G - 39. The WVPC must be a health care professional, either Doctor of Medicine (MD) or Doctor of Osteopathy (DO), Nurse Practitioner (NP), Physicians Assistant (PA), Social Worker (MSW), Psychologist (PhD), Pharmacist (Pharm. D), Registered Nurse (RN), or other allied health professional who provides health care services to women as part of their regular responsibilities. NOTE: Three years of progressive experience with demonstrated knowledge and expertise in program administration is strongly recommended. Experience in women's health is desired.
Physician Assistant Basic Requirements
  • Currently hold, or will hold, a full and unrestricted license to practice in a State, Territory, or Commonwealth of the United States or in the District of Columbia.
  • Successfully passed the PA National Certifying Exam (PANCE) (or are you in the process to taking the exam) ~AND~
  • Master's degree in any discipline or a bachelor's degree in any discipline with one year of experience as a Physician Assistant ~AND~

Physical Requirements: Walking, bending, stooping, and some lifting in the direct care of patients. There may also be extended periods of sitting.

Population Specific and Cultural Competency: Population-specific care, as identified in the Population-Specific Competencies (see Population-Specific Competencies Checklist), including knowledge of changes associated with special populations such as aging and principles of growth and development relevant to the young adult to geriatric age groups; considers physical, cognitive, emotional, cultural and chronological maturation needs of patients; demonstrates ability to assess and interpret data about the patient's status; and ability to identify age-specific and cultural needs and provide the appropriate care based upon the age-related and cultural factors noted.
In the performance of official duties, the incumbent has regular access to printed and electronic files containing sensitive data that must be protected under the provisions of the Privacy Act of 1974 and other applicable laws, federal regulations, VA statutes and policy, and VHA policy. The incumbent is responsible for 1) protecting the data from unauthorized release or from loss, alteration, or unauthorized deletion and 2) following applicable regulations and instructions regarding access to computerized files, release of access codes, etc., as set out in the access agreement which the incumbent signs. Incumbent uses word processing software to execute several office automation functions such as storing and retrieving electronic documents and files; activating 6 printers; inserting and deleting text, formatting letters, reports, and memoranda; and transmitting and receiving e-mail. Incumbent uses application in the Veterans Health Information and Technology Architecture (VistA), Computerized Patient Record System (CPRS), and other authorized data sources to access information pertinent to the performance of these duties and responsibilities.
Supervisory Controls
The incumbent is responsible to the Chief of Staff. General program goals and objectives are provided. The employee is responsible for planning and carrying out the assignment independently, resolving most of the conflicts that arise, coordinating the work with others as necessary and interpreting policy on own initiative in terms of established objectives. In general, the employee also determines the approach to be taken and the methodology to be used. For the most complex situations, consultation may be obtained to ensure the attainment of program goals and objectives. The employee keeps the supervisor informed of progress and 5 potentially controversial matters. Completed work is reviewed only in meeting technical requirements or expected results.???????
