Job Description

Duties

This position is located in the Chief of Staff Office under the auspices of the Chief of Staff at the Edward J. Hines, Jr. VA Medical Center. The duties and responsibilities are carried out throughout the medical center including all clinical and other patient care areas involved with providing diagnostic and treatment services to women veterans. The role of the Women Veteran's Program Coordinator (WVPC) is to assess the need for services for women veterans and implement services for eligible women veterans as well as to provide oversight to ensure that identified needs are met. The WVPC executes comprehensive planning for women's health issues that improves the overall quality of care provided to women veterans and achieves program goals and outcomes. The WVPC executes position responsibilities that demonstrate leadership, experience, and creative approaches to management of complex client care.
The incumbent in this position requires advanced knowledge and understanding of the services and benefits available for Women Veterans from both federal, state and private sector resources. The incumbent is responsible for developing and establishing linkages and collaborates on VA Women's Health efforts with community healthcare and social service agencies. The incumbent is administratively responsible and accountable for the clinical and program development and effectiveness of the facility Women Veteran's Health Program.
Major Duties:
The WVPC strategically plans, coordinates quality care, evaluates delivery of care including timeliness and outreaches to women veterans needing services.
The incumbent is to coordinate the provision of comprehensive health care services to women veterans; plan for the establishment of new specialty or primary programs and the expansion of existing programs to meet the needs of women veterans who are currently seeking care within the facility and the increasing number expected to do so; ensure equity of access, service and benefits to women veterans; coordinate the provision of state-of-the-art diagnostic, treatment, consultation and referral services for women veterans within a comprehensive, integrated health care network; coordinate medical and/or surgical health care services and provide psychological care of mental health needs, assess the improved quality of clinical care; collect, develop and analyze data derived from these programs to assist in planning for women veterans services, and utilize appropriate clinical indicators and monitoring activities to assure that the care provided is of the highest quality.
The incumbent must ensure the coordination and provision of gender-specific and gynecological services; ensure counseling and treatment for sexual trauma; ensure appropriate psychiatric services such as drug and alcohol treatment and group therapy, which may have gender variations; endocrinology; and oncology (breast and reproductive cancers) to eligible women veterans. The incumbent coordinates input from providers and works closely with the Pharmacy and Therapeutics Committee to ensure that appropriate pharmaceuticals are available.
The incumbent designs and implements an aggressive outreach program to identify and locate women veterans in need of health care services. Outreach is to include extensive communication and coordination with state veterans' offices and other health social services agencies.
As an initial point of contact for women veterans, the incumbent ensures/provides case management of women veterans' health care services through the utilization of medical center staff and/or community service providers. The incumbent will network with appropriate statewide service providers and community resources to ensure that women veterans receive services within a reasonable radius of their home. The incumbent will provide consultation and technical assistance to the medical center/VISN Contracting Officer as required for contracted services.
The WVPC serves as an advocate for women veterans by identifying issues pertinent to the care of women veterans and mobilizing resources for resolution.
Nurse Practitioners are clinicians with advanced training who provide primary, acute, and specialty health care services and delivers care under a set of privileges, based upon education, training, and certification. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
  • Master's or Doctoral Degree from a program accredited by the Accreditation Commission for Education in Nursing or the Commission (ACEN-Formerly NCLAC) or the Collegiate Nursing Education (CCNE).
  • Nurse Practitioners. A nurse practitioner must be licensed or otherwise recognized as a nurse practitioner in a State, possess a master's degree from a program accredited by the NLNAC or CCNE, and maintain full and current certification as a nurse practitioner from the American Nurses Association or another nationally recognized certifying body. The certification must be in the specialty to which the individual is being appointed or selected.
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
  • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
  • English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Preferred Experience and Certifications -
  • Three years of progressive experience with demonstrated knowledge and expertise in program administration is strongly preferred.
  • Experience in women's health is desire.
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
  • Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
  • Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree and approximately 2-3 year's of nursing practice/experience.
  • Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.
