Job Description
THE POSITION

This is a new position proposed for Fiscal Year 2023-2024 and is pending Board approval. This position, if approved, will be filled after July 1, 2023.
This position is eligible for a COLA increase in July.

Washington County department of Finance is now hiring a collaborative individual to join our team as a Payroll Specialist. In this position, you will be tasked with the preparation and coordination of the central payroll operation for Washington County. This will include processing bi-weekly payroll and maintaining financial payroll records. The Payroll Specialist is also responsible for interpreting County policy, union contracts, and government regulations pertaining to payroll policies and procedures to ensure the delivery of accurate pay to employees and error-free deduction payments to appropriate providers.
A successful candidate will have Oracle or equivalent Enterprise Resource Planning (ERP) experience or experience processing in-house payroll including tax payments and filings, knowledge of Oregon Public Employees Retirement System (PERS), governmental work experience, comprehension and/or experience working with multiple union contracts, and a demonstrated ability to work collaboratively with a wide range of individuals.

MINIMUM QUALIFICATIONS

Education and Experience:

  • Five (5) or more years of recent and relevant full cycle payroll processing experience maintaining a payroll system or processing payroll records.
  • Possession of an Associate Degree in accounting, business, or related field AND two (2) or more years of recent and relevant full cycle payroll processing experience related to maintaining a payroll system or processing payroll records, OR
  • Accounting Certificate (12 months) AND three (3) or more years of recent and relevant full cycle payroll processing experience related to maintaining a payroll system or processing payroll records; OR


Additional Requirements:

  • Must pass an extensive background check which includes evaluation of credit history.

This is a non-represented position and is not covered by a collective bargaining agreement.
Regular and limited duration full-time employees working 30 hours or more per week and job share employees are eligible for benefits beginning on the first of the month following employment. Job share employees are responsible for 50% of the premium. Part-time regular, variable hour, and temporary positions are not eligible for medical, dental, and vision benefits.
