Operations Research Analyst Jobs

The Coast Guard’s Assistant Commandant for Engineering and Logistics (CG-4) is seeking an experienced Operations Research Analyst for their Change Management Office (CMO). The CMO provides organizational change management expertise to lead the policy, process, training, and organization activities necessary to successfully transition to the Coast Guard Logistics Information Management System (CG-LIMS), in addition to providing a framework to identify opportunities to continue to modernize across the engineering enterprise to ensure alignment with the Mission Support Business Model (MSBM).

The Operations Research Analyst will work within the Implementation Team (I-Team) which serves as the Change Agent for the logistics organization transformation from a decentralized to a centralized model and establishes the requirements to implement the MSBM across the engineering and logistics enterprise.

Duties of the Operations Research Analyst include:

• Aid customer with executing decision analysis processes to prioritize events and develop reports.
• Investigate and document the “as is” state for logistics and engineering processes and map to new requirements in a “to-be” state.
• Support USCG business process improvement and modernization projects.
• Complete data collection, analysis, report development, and presentation preparation.
• Coordinate service agreements and memoranda of understanding with government and industry potential partners.
• Plan and provide analytical support for facilitation, training, methodology development and evaluation, business management techniques, and organizational development.
• Manage, analyze, and visualize data using statistical software, spreadsheet, and graphic presentation software, as well as develop customized tools.
• Develop modern business methods, identify best practices, and create and assess performance measurements.

Three (3) years’ experience in operations research, or a related field, and a bachelor’s degree or a master’s degree in one of the following:

• Operations Research
• Business
• Industrial Engineering
• Engineering
• Or related field
• Information Systems Management

And

• Organizational Change Management
• Supply Chain Management
• Mathematical Simulation
• Statistics
• Logistics
• Operations Research
• Program Management

Two years’ experience with USCG logistical procedures and applications.
