Operations Research Analyst (Aviation)

Position Purpose

Provides analytical information to management regarding department procedures, processes, and structure to assist management in organization improvement.

Essential Functions

Essential Functions: 1. Evaluates effectiveness of current practices/programs and looks for ways to improve the department through regular and ongoing review of processes, procedures and structure.

• Assist management with research, data analysis and drafting presentations.
• Conducts research and logical analysis of procedural, financial and structural barriers to determine areas of needed improvement.
• Serves as the expert for various special projects as assigned by management.
• Appraises and evaluated the desirability and feasibility of fiscal and program restructuring; and develops or directs the development of recommendations to senior management.
• Regular, reliable and punctual attendance is an essential function of the job.
• Recommends improvement strategies for restructuring or redesigning based on findings.
• Analyzes procedural, financial and structural barriers to provide effective and efficient delivery to the department including an analysis of the flow of service delivery and the interrelationship or program components.

Education

Minimum Qualifications

• Bachelor's degree in an any field.

EXPERIENCE:

• Four (4) years professional level experience in operational analysis which involved collection/analysis of data; evaluation of program/process effectiveness; and/or identifying areas for improvement and existing barriers to program/process.

EQUIVALENCIES:

• High school diploma or GED plus eight (8) years of required experience will meet the education and experience requirements.
• Master's degree (or higher) in any field plus two (2) years of required experience will meet the education and experience requirements.
• Associate's degree in any field plus six (6) years of required experience will meet the education and experience requirements.

LICENSES and/or CERTIFICATIONS:

• Some positions may require valid driver's license and good driving record.

PREFERENCES:

• Knowledge of statistical analysis
• MS Office or similar software skills
• Experience with ISO 9001-Quality Management program
• Knowledge of the City of Dallas’ Civil Service and Human Resources policies and procedures for hiring, professional knowledge and use of Work Day, NeoGov and other sourcing software, and the ability to create good relationships with all levels of management.
• Financial, budget and/or accounting skills
• Effective oral and written communication skills
• Public presentation skills

Operations Research Analyst: This position is for the Business Operations / Hiring Team in the Department of Aviation. This position is not eligible for telework due to the nature of the work at the airport.
