The
Oregon State Fire Marshal (OSFM)
is currently a bureau of the Oregon State Police. On July 1, 2023, per
House Bill 2927
OSFM will become its own agency. As such, the OSFM is a rapidly growing agency offering the rare and exciting opportunity to help grow a new government agency in Oregon’s executive branch.
The mission of the OSFM is “protecting life, property and the environment from fire and hazardous materials” and accomplishes this through our four divisions and their programs. We work with the Oregon fire service consisting of 305 fire districts/departments and more than 13,000 fire firefighters to ensure our mutual missions and priorities are accomplished.
OSFM is hiring for three (3) full-time, permanent Deputy State Fire Marshal position to cover the three regions across the state: Northwest, Southwest, and Eastern Oregon.

As a Deputy State Fire Marshal (DSFM), you will operate within your assigned district and support the local fire agencies and communities within that geographic area.
You will be responsible for:
  • Oversee, coordinate, and lead/assist with fire investigations to determine origin and cause following established division protocols and national standards using in-depth technical knowledge, tools, and advanced fire origin and cause methodology and techniques to investigate.
  • Lead or participate in multi-agency fire investigation teams or task forces on larger incidents, to expand capacity to assist with origin and cause of fires if needed.
  • Enforce state adopted and nationally recognized fire and life safety laws, codes, standards, and regulations.
  • This position may be utilized during all-hazards emergencies to provide assistance in a variety of ways. That assistance may be directly aiding the emergency effort in the field or in the Agency Operations Center (AOC).
  • Lead and/or assist with the instruction of NFPA courses to fire service partners on fire inspection and fire investigation related certifications.
  • Represent the State Fire Marshal at meeting such as the local county Fire Defense Board, Oregon Fire Marshals’ Association, International Association of Arson Investigators, and other professional groups.
  • May be asked to participate on OSFM and statewide task force(s), local committees, and advisory groups formed by other agencies, organizations related to fire investigation, inspection, and enforcement activities.
  • Form partnerships with building officials, fire departments/districts, and other government agencies.
  • Review local fire and life safety code compliance program operations with local fire officials to assess community needs and adherence to fire prevention service and protection standards.
The expectation for this position is that employee will be able to maintain a 45-minute or less response time to the border of their district. This position also requires a valid drivers’ license with an acceptable driving record.

Minimum Qualifications (these must be addressed in your resume for full consideration):
  • Five years of full-time fire service experience. This must include two years of full-time code enforcement and one year of fire cause investigation. OR
  • A Bachelor’s degree in fire service administration or fire protection, fire science, or closely related fire service field may substitute for up to two years of the required experience, but will not substitute for the three years of code enforcement and fire cause investigation experience.
  • An Associate’s degree in fire prevention, fire science or related fire service field may substitute for up to two years of the required experience, but will not substitute for the three years of code enforcement and fire cause investigation experience. OR
Successful candidates must possess or be able to obtain the following certifications within six (6) months of employment:
  • Oregon Competency Recognition certification- Oregon Fire Marshal level
  • NFPA Fire Inspector 2 Certification or equivalent
  • NFPA Fire Inspector 1 Certification or equivalent
  • International Code Council (ICC) Fire Inspector 1 certification
  • NFPA Fire Instructor 1 Certification or equivalent
  • International Code Council (ICC) Fire Plans Examiner
  • International Code Council (ICC) Fire Inspector 2 certification
  • NFPA Fire Investigator Certification or equivalent
Preferred Skills (these must be addressed in your cover letter for full consideration):
  • Demonstrated ability to successfully operate in both high stress and high responsibility environments.
  • Demonstrated ability to independently interpret and apply fire codes and fire laws to local jurisdictions and the community.
  • Demonstrated ability to independently determine the needs of the assigned work area and determine a work schedule to address those needs.
  • Demonstrated leadership or fire officer experience as a collaborator and facilitator with programs, processes, and in emergency situations both independently and with a team.
  • Demonstrated high level, public speaking communication abilities to a diverse audience, ensuring clear understanding.
  • Certified NFPA Fire Inspector 1 or equivalent.
  • Demonstrated ability in significant conflict resolution scenarios to produce successful outcomes while maintaining a professional demeanor.
  • Demonstrated experience and ability to independently validate fire cause and origin determinations and ensure the integrity and legal significance of fire evidence.
  • Certified NFPA Fire Investigator or equivalent.
