Duties

VA offers a comprehensive total rewards package: VA Nurse Total Rewards
The Nurse Scientist position is located under Nursing Professional Services within the VA Portland Health Care System. The Nurse Scientist develops and conducts a body of research in an area congruent with their expertise and the overall mission and goals of the organization. In addition to their own program of research, the Nurse Scientist coaches and mentors nurses in research questions important to clinical practice in various settings across the organization. This coaching and mentoring extends to collaborating with nursing staff and their interprofessional partners in applying the best available evidence in evidence-based practice (EBP) initiatives that not only improve clinical and patient experience metrics, but also enhance satisfaction of nurses through engagement in their broader professional practice. Nurse Scientists function independently to provide high quality care to a specific cohort of patients.
Duties are, but not limited to:

  • Consulting with staff on topics/areas of interest;
  • Developing and providing patient education;
  • Demonstrating an ability to carry out research and EBP/QI and to present and publish research/EBP findings, including a track record of collaborative research activities.
  • Fostering a culture of inquiry;
  • Maintaining ethical and professional standards of research to generate new knowledge relevant to nursing practice and improve patient healthcare outcomes.
  • Facilitating research study design or EBP project plans;
  • Translating applicable findings into practice to improve clinical outcomes and the spread of best practices across the organization;
  • Performing and documenting history and physical examinations;
  • Serving as faculty on nursing research and EBP in various professional development programs.
  • In addition, the Nurse Scientist is an expert consultant mentoring nursing staff by:
    • Fostering a culture of inquiry;
    • Consulting with staff on topics/areas of interest;
    • Assisting with the development of research proposals and grants;
    • Facilitating research study design or EBP project plans;
    • Assisting with critical appraisal and synthesis;
    • Guiding the collection and analysis of data;
    • Assisting with conclusions and their applicability to practice;
    • Disseminating findings to internal and external audiences (e.g., poster and podium presentations, scholarly publications in refereed journals) to build nursing knowledge;
    • Translating applicable findings into practice to improve clinical outcomes and the spread of best practices across the organization;
    • Functioning as an active member of research and EBP committees in VAPORHCS and broader VA; and
    • Serving as faculty on nursing research and EBP in various professional development programs.

  • Guiding the collection and analysis of data;
  • Demonstrating an understanding of basic presenting symptoms, findings and pathophysiology of common diseases;
  • Participating in all activities related to nursing research and EBP and facilitates the attainment/ sustainment of research and EBP projects. These activities include designing and conducting original clinical research in their area of expertise, keeping abreast of best practices in nursing and health care, and participating in or leading in practice improvement initiatives that address strategic priorities (e.g., underperforming nurse-sensitive, patient experience or nurse satisfaction indicators) and other key nursing excellence initiatives that support our Magnet designation.
    • In addition, the Nurse Scientist is an expert consultant mentoring nursing staff by:
      • Fostering a culture of inquiry;
      • Consulting with staff on topics/areas of interest;
      • Assisting with the development of research proposals and grants;
      • Facilitating research study design or EBP project plans;
      • Assisting with critical appraisal and synthesis;
      • Guiding the collection and analysis of data;
      • Assisting with conclusions and their applicability to practice;
      • Disseminating findings to internal and external audiences (e.g., poster and podium presentations, scholarly publications in refereed journals) to build nursing knowledge;
      • Translating applicable findings into practice to improve clinical outcomes and the spread of best practices across the organization;
      • Functioning as an active member of research and EBP committees in VAPORHCS and broader VA; and
      • Serving as faculty on nursing research and EBP in various professional development programs.

  • Functioning as an active member of research and EBP committees in VAPORHCS and broader VA; and
  • Disseminating findings to internal and external audiences (e.g., poster and podium presentations, scholarly publications in refereed journals) to build nursing knowledge;
  • Promoting team building through interprofessional research/EBP activities.
  • Prescribing and or monitoring medications and follows up on diagnostic studies and laboratory tests.
  • Assisting with the development of research proposals and grants;
  • Assisting nursing leadership in supporting a nursing practice environment of scientific inquiry and building relationships with staff and advanced practice nurses in the immediate and larger research community.
  • Assisting with critical appraisal and synthesis;
  • Assisting with conclusions and their applicability to practice;
  • Functioning as a consultant and mentor, by fostering the interest and involvement of nurses in clinical research and EBP activities to support knowledge acquisition about the research and practice improvement process,

Pay: Competitive salary, regular salary increases, potential for performance awards

Requirements

Conditions of Employment

  • Must be proficient in written and spoken English.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
  • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
  • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Preferred Experience: Previous experience conducting and disseminating research
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
  • Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
  • Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
  • Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
  • Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience.
  • Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.
Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office.
