Migrant Outreach Worker/Planner I

The Delaware Department of Labor is seeking a person to conduct outreach with migrant farmworkers statewide.

Essential Functions fundamental to this position are knowledgeable of migrant related issues andabilityto communicateand translate Spanish. Core functions common to this position and is not intended to be an exhaustive list of all responsibilities. Since specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here. The incumbent shall report to the DOL Senior Administrator/Criminal Justice Advisor. The primary work location will be at the DOL American Job Center in Georgetown Delaware.

Core Job Duties

Explain to Migrant Seasonal Farm Workers attheir working, living, or gathering areas (including day-haul sites), by means of written and oral presentations either spontaneous or recorded, in a language readily understood by them, the following:

(I) The services available at the local American Job Center

(ii) Information on the Employment Service and Employment-related Law Complaint System;

(iii) Information on the other organizations serving MSFWs in the area; and

(iv) A basic summary of farmworker rights, including farmworker rights with respect to the terms and conditions of employment.

(vi) Assistance in the preparation of applications for employment services;

(vii) Assistance in obtaining referral(s) to current and future employment opportunities;

(viii) Assistance in the preparation of either ES(Employment Service) or employment-related law complaints;

(ix) Referral to supportive services and/or career services in which the individual or a family member may be interested

Incumbent is to work directly with the DET StateMonitor Advocate and Foreign Labor Coordinator as part of the Division of Employment and Training OutreachTeam

Qualifications:

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

• Knowledge of career counseling which includes assisting hard to serve job seekers to develop realistic and achievable employment goals; interviewing to obtain facts and explore issues; identifying obstacles or barriers to employment and jointly formulating employability development plans directed at employment outcomes.
• Successful candidate must be Bilingual in Spanish-Speak, Writeand InterpretSpanish (Other languages i.e. Créole are a plus but not required).
• Knowledge of narrative report writing andgood writing skills.
• Desired past direct experience in working with the migrant population.
• Knowledge of using standard computer software programs for word processing, spreadsheets or databases.
• Knowledge of presenting training courses using a variety of training methods such as lecture, structured exercises, role play or group discussion as well as the use of training materials such as overheads, PowerPoint, handouts or videos.
• Good communication andinterpersonal skills.
• Desired past proven experience in workingwith community agencies that serve migrantpopulations.
