The Tulare County Health & Human Services Agency is currently recruiting for a Mental Health Clinic Administrator. This position is responsible for planning, managing, and evaluating day-to-day program operations within the Tulare County Mental Health Managed Care System. This recruitment will establish an employment list to fill immediate and future vacancies in the Mental Health Branch.
The Mental Health Clinic Administrator will work directly with the Division Manager of Mental Health or designee to institute countywide system of care planning and policy formation. The successful candidate will implement quality assurance, including case disposition, the establishment of clinical standards, participation in the evaluation of program impacts, and problem-solving efforts such as methods for handling patient caseloads, program cuts or expansion, or emergency patient needs. The successful candidate must have an understanding of diverse community needs, especially for unserved and underserved groups. The ideal candidate should possess analytical skills and the ability to set goals, organize data, and measure outcomes. Additional duties include developing effective working relationships with the community, government agencies, providers, and staff.
Key Responsibilities
- Selects, supervises, trains, and evaluates management, professional, para-professional, and clerical staff.
- Plans, directs, and manages multi-unit programs; reviews and evaluates methods and recommends enhanced procedures for the multidisciplinary treatment programs.
- Assists in long-range, intermediate, and short-term planning for local mental health services.
- Confers with Mental Health Executive Management regarding programs, policies, procedures, and operational problem resolution.
- Plans, coordinates, and participates in collaborations regarding services to meet the needs of the target population.
- Develops quality services and systems of care based on knowledge of local providers, community need, and various funding sources available for program implementation.
Required Qualifications
Candidates must meet the qualifications listed below by the application deadline.
- A doctorate degree from an accredited college with a major in Psychiatry, Psychology, Public Health, Public Administration, Social Work, Counseling, or a related behavioral or social science field AND two (2) years of paid experience working as an administrator of a mental health program; and appropriate licensure in the state of California as a mental health professional.
OR
- A master's degree from an accredited college with a major in Psychology, Psychiatry, Public Health, Public Administration, or a related behavioral or social science field AND three (3) years of paid experience working as an administrator of a mental health program; and appropriate licensure in the state of California as a mental health professional.
OR
- Current licensure as a Registered Psychiatric Technician issued by the Psychiatric Technician Examiners AND three (3) years of post-license experience as a mental health administrator.
Conditions of Employment
- Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. An Employment Eligibility Verification using E-Verify may be required on the first day of employment for some positions. Some job classes may also require a physical exam.
- If in a driving position candidates must be able to obtain and retain a valid California driver's license.

Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision, life and long-term disability). This benefit is pro-rated and paid on a pay period basis (24 pay periods).
Health Insurance: A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).
Retirement: The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.
Paid Holiday Leave: 12 set days and 1 personal holiday.
Vacation Accrual:
2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.
FLSA exempt employees accrue an additional 5 days of vacation per year.
Sick Leave Accrual: 12 days per year with unlimited accumulation, 48 hours of which may be used toward family sick leave.

Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.
Long Term Disability Insurance: A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled.
Employees are covered by State Disability Insurance. The premium is paid by the employee.
Deferred Compensation: A voluntary deferred compensation plan is available.
