About The Position
Riverside County Department of Facilities Management provides property management and operations services for county owned and leased facilities throughout the 7,200 square miles of Riverside County and over 14 million square feet of space. The department is responsible for keeping county buildings safe, comfortable and productive for both county staff and the public.
Examples Of Essential Duties
MINIMUM QUALIFICATIONS
Three years of progressively responsible housekeeping and custodial experience, preferably in an acute care hospital or health care agency, including at least one year in a supervisory or lead capacity.
Other Requirements
Extensive experience with walk behind machines designed to strip different types of floor coatings on a variety of floors and dual tank floor/carpet cleaning. Advanced p roficiency with PeopleSoft (from a labor scheduling perspective) and MSOffice: Access, Excel and Word to record data and prepare weekly reports relating to environmental service operations.
Possession of a valid California Driver's License; independent body mobility to stand and move up to eight hours daily, perform lifting, carrying, pushing or pulling up to 50 pounds in weight with or without reasonable accommodation
Knowledge Of
JCAHO ( Joint Commission on Hospital Standards): current h ousekeeping standards/ methods on hospital sanitation techniques and safety regulations. CDC Best Practices for Environmental Cleaning in Healthcare Facilities including the cleaning protocol for when someone in the facility tests positive for COVID. Title 22 California Code of Regulations, EPA List N: Disinfectants for Coronavirus (COVID-19), Bloodborne Pathogen training, e quipment and chemicals used in cleaning/disinfecting ( walls, fixtures and furniture), floors and carpets.
Ability To
Assign and schedule work and supervise the work of others; evaluate hospital environmental service and personnel issues, and provide alternatives; maintain effective working relationships; prepare cost and material estimates, and control and monitor costs; comprehend, interpret, and apply laws, rules, regulations, policies, and procedures; and prepare and maintain records and written reports relating to environmental service operations.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual)
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.

Examples Of Essential Duties
- Interviews prospective employees and makes recommendations on hiring; evaluates employee performance; recommends promotions, demotions, disciplinary actions and terminations; provides instruction and training to new employees.
- Assigns and schedules the work of the housekeeping staff for the MHF; implements quality assurance policies and procedures for effectiveness and efficiency, and implements changes as necessary to ensure compliance with laws, rules, and regulations of hospital accrediting bodies.
- Confers with the Hospital Environmental Services Supervisor, Facilities Management and MHF administrative staff regarding policies of environmental service programs as the relate to MHF policies, implements changes and improvements as needed; recommends changes to policies, procedures and work standards.
- Performs new product evaluation, ordering, receiving, and accounting of all aseptic equipment, chemicals, and supplies; summits requests for the purchasing of supplies and equipment; and maintains records of supplies used.
- Assists in preparing budget estimates and justifications for the housekeeping programs and maintains cost controls; and recommends additional personnel and resources to support existing programs.
- Inspects and evaluates the work of housekeeping crews and various contractor staff engaged in support work for the programs.

- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
- A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
- A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
- A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.
