Provides direct management and oversight for the collection and analysis of key performance indicators (KPIs) for the Performance Management Unit. Responsible for making day-to-day operational decisions that influence the organizational performance for the Authority’s business units, ensuring effective and efficient business operations. Works in close collaboration with departments to develop, track, and measure KPIs, milestones, and targets. Develops and delivers on-time data analytics to internal and external customers as needed. Performs root cause analysis to identify performance areas of improvement. Accurately and timely updates the organizational performance dashboard. Ensures that KPIs, departmental progression and performance towards the strategic goals are maintained and measured. Engages senior management and departmental staff on the performance management system. Responsible for ensuring that business needs and expectations are aligned to support the strategic goals of the Authority.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Manages the goal setting process for developing, monitoring and tracking KPIs for the Authority. Ensures that the business unit operates effectively and efficiently while supporting the strategic goals of the Authority.
- Works in close collaboration with departments and offices to analyze, develop and identify tools for tracking, understanding and reporting key performance indicators. May assist with and/or perform root cause analyses.
- Manages the design, development, and maintenance of a centralized organizational performance dashboard for reporting departmental KPIs.
- Collaborates with the Department of Technology to design, develop, and maintain an enterprise-wide data repository that supports the performance dashboard and facilitates development of cross-cutting business intelligence.
- Ensures that the performance dashboard and repository are updated with timely, relevant, actionable and accurate data. Provides regular reports on performance to senior management, the Board and the public with the goal of fostering a culture of responsibility and accountability at MARTA and building credibility among internal stakeholders.
- Responds to data and information requests from internal and external customers. Works with customers to understand their needs and ensures the Office provides responsive, accurate, and timely information. Anticipates the data and business intelligence needs of the Authority and implements processes to keep regularly requested (or reasonably anticipated) data up-to-date, accurate, and readily available.
- Develops and manages the annual work program, learning and development plan, and operating budget for the Performance Management Unit.
- Communicates findings and recommendations to internal and external audiences in a clear and concise manner through written reports, presentations, visualizations, and web-based dashboards.
- Stays current on relevant research, tools, and methodologies and incorporates best practices into the business processes of the Strategic Performance Unit. Continuously seeks opportunities to improve the effectiveness and efficiency of the Unit.
EDUCATION and/or EXPERIENCE
Bachelor's Degree in Industrial Management, Organizational Development, Finance, Accounting, or Business Administration or related field is required. Master’s degree in Finance, Accounting or Business Administration is preferred. At least eight years of experience required in organizational improvement specializing in the development of performance management plans, financial assessment and analysis, short-and-long range financial planning, modeling, economic analysis, cost/benefit analysis, revenue/funding level forecasting and analysis, and policy and/or management/organizational analysis, two years of which were in a lead capacity. Must possess excellent verbal and written skills in the interpretation and presentation of financial data. Proficiency in Microsoft Office Suite, Visio and statistical modeling is required. Additional education could qualify as a substitution for years of experience.
