Description of Job


The Office of Human Resources (OHR) collaborates with division leaders to deliver strategic, tactical, and operational services. Our goal is to integrate a comprehensive departmental human resources (HR) strategy that supports division goals by role-modeling equity, diversity, and inclusion, focusing on employee engagement, and creating a positive work environment.


The Professional and Organizational Development (POD) team leads efforts in delivering learning and professional development programming at CDPHE for Human Centered Leadership, Inclusive Leadership, Mentoring, Tuition Assistance, career & leadership coaching, and team building. It is the POD mission, through an environment of empowerment and collaboration, that all employees will have opportunities to increase knowledge, improve performance, and enhance professional satisfaction. Through our work, the POD mission aligns directly with CDPHE’s strategic plan, to promote a culture of collaboration/teamwork, support, justice, equity, diversity, respect, and inclusion.


Job Duties


  • Perform administrative functions in the departments learning management system (LMS) used for content creation, course management, and reporting by tracking and recording errors.
  • Review and approve training waivers.
  • Collaborate with unit staff to determine how to coordinate and communicate all department training opportunities.
  • Administer standardized instruments such as emotional intelligence test, Crucial Conversations, Strengths Finder, and Myers Briggs to consult with supervisors on using the results to develop techniques that improve team performance.
  • Conduct research, develop studies, collect data and analyze workforce data to identify gaps and develop recommended learning development interventions and methods to achieve the department’s workforce development plan unit’s goals and objectives.
  • Develop content and administration methods for recommended training assessment instruments (e.g., surveys, focus groups, interviews).
  • Design and conduct training needs assessments to collect and analyze data to identify training needs, conduct research in the subject area and define learning objectives that is in line with the Public Health Accreditation Board requirements, create or update course curriculum and activities to provide the most current and relevant information, determines the delivery method (e.g., in-person or self-paced), design course evaluations and analyze results to determine the effectiveness of courses and adjust content. Examples include new employee orientation and the supervisory certificate program.
  • Assess leadership development, team development, and organizational communication programs and practices to identify gaps and report data used to facilitate development and implementation of employee performance measurement to gauge the success of programs and identify areas of improvement in building human capital and a strong employee development culture.
  • Represent OHR and the unit on various department committees to provide input regarding workforce diversity, inclusion, and equity and training initiatives to achieve hiring goals.


Minimum Qualifications

Bachelor's degree from an accredited institution in business or public administration, industrial/occupational psychology, organizational development, education, leadership, human resources, or a related field


AND


Two (2) years of full-time professional experience in workforce development including developing and delivering in-person, multimedia, virtual instruction, e-learning, and blended learning.


SUBSTITUTIONS


Additional appropriate education will substitute for the required experience on a year-for year basis.


OR


Six (6) years of full-time professional experience in full-time professional experience in workforce development including developing and delivering in-person, multimedia, virtual instruction, e-learning, and blended learning.


In addition to the minimum requirements, the successful candidate in this position will have the following experience:


  • Fluent in adult learning strategies, instructional design theories, and evaluation methodologies
  • Ability to customize learning experiences to the audience, content, strategic goals, and team objectives.
  • Demonstrated ability to actively and intentionally integrate the principles of inclusivity, diversity, equity, and accessibility (IDEA) into all aspects of their work.
  • Proficient in executing efficient team-building strategies and goal-oriented training tailored for employees at all levels of the organization.
  • Experience in performance consulting and management, with a focus on fostering a performance-driven culture within the organization.
  • Demonstrated passion for fostering an inclusive work environment, promoting excellence, and collaborating effectively within a team.
  • Strong self-awareness, with the ability to navigate multiple work environments and foster relationships with colleagues.
  • Skilled in conducting, documenting, and delivering presentations to leaders, HR personnel, and subject matter experts at all levels of the organization.
  • Exceptional presentation and facilitation skills, with the ability to engage and communicate effectively with multiple audience groups, tailoring content and delivery to suit their needs.
  • Strong organizational, planning, analytical, problem resolution, communication, presentation, facilitation, and influencing skills.
