Job Description
Nature of Work

Employees in this class are responsible for inspecting and monitoring vendors, firms, individuals, contractors, and sub-contractors for compliance with the terms and conditions contained within the City’s landscape maintenance contracts. Considerable administrative, supervisory, and fieldwork is required to ensure contract compliance in the performance of routine landscape maintenance work within the rights-of-way, parking lots and facilities, medians, and coastal areas throughout the City, and the supervision of field supervisors and Landscape Inspectors on the Contract Administration Team. Coordinates contract issues with supervisors and Procurement Department staff. Supervision is received from the Director and Assistant Director, who reviews work for compliance with established policies and procedures.

Illustrative Examples of Essential Duties

  • Select and purchase plant material to be installed within the City.
  • Solicit quotes for all landscape enhancement work.
  • Review grounds maintenance reports (GMR), site inspection reports, records, and correspondence to confirm that contracted landscape maintenance services were performed according to the contract documents' terms, conditions, and specifications.
  • Assist in implementing and enforcing all Departmental/Divisional policies, directives, and work rules.
  • Identify areas within the City where landscape or irrigation enhancements can be made, and determine the type and quantity of material needed to perform the work.
  • Assist the Procurement Department in the writing of Invitation to Bids, Requests for Proposals, and Requests for Quotes in relation to goods and services to be provided to the Department/Division,
  • Act as lead in the Department/Division’s contract management strategies.
  • Verify that landscape and irrigation work complies with all applicable laws, codes, ordinances, drawings, specifications, contract documents, and best industry practices.
  • Review invoices/applications for payment for landscape maintenance services completed and assist in processing invoices for payment once services have been rendered in full and to City and contract standards.
  • Performs related work as required.
  • Perform administrative, analytical, and fieldwork to verify that vendors, contractors, and sub-contractors comply with the terms and conditions specified in the City’s routine Landscape Maintenance Contracts
  • Supervise the activities of the Contract Administration team’s Supervisors and Landscape Inspectors, verifying that services are being performed throughout the City efficiently, professionally, and as agreed upon in the contract documents.
  • Assist the Department/Division in preparing and monitoring its landscape enhancement and maintenance budgets.
  • Act as liaison between the department, vendors, and vendor employees.

Minimum Requirements

REQUIRED:
  • Detailed-oriented person with strong follow-up skills.
  • Three (3) years of experience, which demonstrates competencies in the required knowledge, skills, and abilities needed for this position.
  • Strong interpersonal skills with the ability to establish and maintain working relationships with employees, City officials, and the general public.
  • Positive attitude and ability to maintain composure.
  • Extensive knowledge of Windows, Office Suite (i.e., Word, Excel, Access, PowerPoint).
  • Ability to work in a fast-paced environment, meet deadlines, and work under pressure.
  • Customer service focus and results-oriented individual.
  • Excellent written and oral communication skills.
  • Experience in ensuring routine landscape maintenance contract compliance to current landscape industry standards, Best Management Practices, and contract specifications through extensive site visits, photo-documentation, and examination of supporting documentation; or experience in inspecting and monitoring compliance with requirements about contractual or business agreements may substitute for education on a year-for-year basis.

DESIRED:
  • Five (5) years experience as a Landscape Maintenance Account Manager, preferably with significant homeowners associations or municipal accounts
  • Florida Nursery Growers and Landscape Association (FNGLA) Certified Professional Landscape Contractor, Landscape Maintenance Professional, and Irrigation Professional.
  • Graduation from an accredited college or university with a Bachelor’s degree in Public or Business Administration, Arboriculture, Horticulture, Landscape Architecture, Landscape Design, Landscape Management, Urban Forestry, or a related field
  • Considerable experience supervising landscape installation projects and landscape maintenance crew.
  • Landscape Inspectors Association of Florida Certification
  • Considerable experience managing landscape maintenance contracts.
  • Certification in Florida Friendly Best Management Practices for Green Industries
  • Florida Registered Landscape Architect
  • International Society of Arboriculture (ISA) Certified Arborist
  • Effective English/Spanish written and verbal communication skills.

Physical Requirements:
  • Must have the use of sensory skills to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact.
  • Ability to drive a motor vehicle
  • .Some standing, walking, moving, climbing, carrying, bending, kneeling, crawling, reaching, handling, sitting, standing, pushing, and pulling.
  • Physical capability to effectively use and operate various office-related equipment items, such as, but not limited to, word processor, calculator, copier, and fax machine.
