This opportunity is being offered by National Aerospace Solutions, the team selected by the U.S. Air Force to conduct Test and Operations Sustainment at the Arnold Engineering Development Complex (AEDC), Arnold Air Force Base, Tennessee. National Aerospace Solutions is a limited liability company comprised of Bechtel National Inc. (as lead company) and Sierra Lobo Inc. with teaming Subcontractors nLogic Inc. and Chugach Federal Solutions Inc. AEDC operates more than 55 aerodynamic and propulsion wind tunnels, rocket and turbine engine test cells, space environmental chambers, arc heaters, ballistic ranges and other specialized units located in six states. Many of the complex's test units have capabilities unmatched elsewhere in the United States; some are unique in the world. AEDC is one of three installations which are part of the Air Force Test Center (AFTC), one of six subordinate commands of the Air Force Materiel Command organization and an important national resource.
AEDC’s mission is to conduct developmental test and evaluation for the Nation through modeling, simulation, ground, and flight test. Execution of the mission requires a large team of highly qualified and dedicated professionals from multiple technical disciplines to effectively accomplish the objectives of our test customers.
Job Summary:
The NAS Labor Relations Specialist will report to the NAS Labor Relations Manager and will work with subcontractor representatives to ensure the consistent interpretation and application of CBAs and PLA language and terminology and to ensure work rules, policies, and procedures are followed. The NAS Labor Relations Specialist will analyze jurisdictional assignments, process grievances through arbitration, and interface with Company legal representatives as well as both Air Engineering Metal Trades Council and Affiliated Unions and Building Construction Trades representatives. Additionally, the Labor Relations Specialist will partner with jobsite safety representatives for implementation of Safety, Health, and Environmental programs for represented professionals.
Job Duties include, but are not limited to:
  • It is a condition of employment to wear company issued PPE (Personal Protective Equipment) in accordance with supervisory direction and company policy.
  • Assist in conducting informal and formal grievance meetings and preparation in accordance with current CBAs and PLA.
  • Interface with Air Engineering Metal Trades Council and Affiliated Union representatives.
  • Ability to perform instructional training classes in a group environment.
  • Assist in analyzing jurisdictional disputes and assignment of work.
  • Interface with Building Construction Trades representatives.
  • Assist in disciplinary investigations of bargaining unit employees and others as assigned.
  • Assist with preparation for mediation and arbitration cases.
  • Assist in interpretation and administration of applicable CBA/PLA to ensure work is being performed is in compliance with interpretation.
  • Perform other related duties as required.
  • Make certain Company work rules and policies are enforced uniformly across the site.
  • Assist Construction Management Team with work scope changes and new project PLA applicability and interpretation.
  • Assist in CBA/PLA negotiations as required.
Basic Qualifications
  • Bachelor’s degree in human resources, Labor and Industrial Relations, Business Administration/Management, or other related field with 5 to 7 years of progressive and relevant Labor Relations experience or an equivalent combination of relevant education and progressive and relevant Labor Relations experience.
  • Current U. S. citizenship required.
Preferred Qualifications
  • Must be able to obtain and maintain DOD security clearance and access to computer systems.

  • Ability to execute Labor Relations duties at a high level in a nonstandard Labor-Management environment.

    • Negotiating labor agreements
