Job Description

The Department of Health and Human Services (HHS), Division of Strategic Operations, Criminal and Juvenile Justice Planning (CJJP) is seeking candidates for a Justice Systems Analyst position. The Duties Of JSAs Include


Justice Systems Analysts (JSA) conduct a variety of high-level justice-related research, evaluation, and data analysis of criminal and juvenile justice practices, policies, and services. CJJP is the Iowa Statistical Analysis Center (SAC), and JSAs perform the majority of the work for the SAC and Iowa's Justice Advisory Board.


  • Compile statistical data and conduct research to produce analysis reports for other agencies via contractual agreements.
  • As a member of a research team and representing the statistical analysis center, responds to requests by the Justice Advisory Board, to conduct research on identified topical areas. The research process includes identifying and gathering data on relevant variables, including recidivism, along with composing narrative documents outlining the data analysis and findings of the research. In addition, the statistical analysis center provides recommendations on data elements and data collection tools, and establishes and populates databases, and works collaboratively with a variety of task forces and committees to identify appropriate data, data sources, and suggest new policies or data collection tools, when appropriate.
  • Based on the evaluations and research, write reports with recommendations to improve the criminal and juvenile justice systems in Iowa.
  • Conduct research on existing policies and practice by developing research methodologies and data collection methods, calculating and analyzing statistical data.
  • Conduct evaluation and research of corrections and juvenile and criminal justice programs:
  • Respond to special research requests by the Justice Advisory Board.
  • Assist in the development of correctional and minority impact analysis on proposed legislation. This

proposed policies.


  • Be a content expert and provide technical assistance, advice and recommendations to other agencies,
  • Write grant proposals and manage grants received for research projects.

This Position Requires


Social Science Research: 6 months' experience, 12 semester hours, or a combination of both in the area of developing and conducting social science research in fields of study including, but not limited to, education, psychology, sociology, and anthropology. Research may be both qualitative and/or quantitative and may be in one or in a combination of the above fields of study. (Clerical or technical work primarily limited to collecting, compiling, or assembling statistical data does not meet this requirement.)


Essential Functions


  • Use statistical software and databases to analyze data and create graphs and figures for reports.
  • Prepare research proposals for grant applications and write accurate and detailed reports.
  • Develop data collection and analysis methods, calculate statistical data, and accurately interpret results.
  • Develop research methodologies for criminal justice projects.
  • Speak, understand, and write in English and transmit complex findings and information to diverse audiences.
  • Collect and organize information and data while conducting research.


Selectives


565 Social Science Research (Qualitative and/or Quantitative) Applicant should demonstrate a minimum of 6 months’ experience, 12 semester hours, or a combination of both in the area of developing and conducting social science research in fields of study including, but not limited to, education, psychology, sociology, and anthropology. Research may be both qualitative and/or quantitative and may be in one or in a combination of the above fields of study.


Minimum Qualification Requirements


Graduation from a college or university with a Bachelor's Degree in a social or behavioral science, mathematics, or statistics and the equivalent of three years of full-time experience in research and statistical analysis related to a human services program;


OR


an equivalent combination of education and experience substituting one year of qualifying work experience for one year (thirty semester or equivalent hours) of the required education to a maximum substitution of four years.


OR


an equivalent combination of education and experience substituting fifteen semester hours of accredited graduate coursework in a social or behavioral science, statistics, or public administration for each year of the required experience to a maximum substitution of two years;


OR


a PhD in social or behavioral science, statistics, or public administration.
