SUMMARY

The ArcGIS Data Specialist provides technical assistance related to geographic information system data maintenance and development, as well as general land information activities. This includes creating, compiling and maintaining data necessary for the implementation and support of the Department of Transportation Bipartisan Infrastructure Law (BIL) geographic information system. All duties and responsibilities are performed under the direction and guidance of the BIL Program Manager.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Responsible for the integration of CNI Core Competencies into daily functions, including commitment to integrity, knowledge/quality of work, supporting financial goals of the company, initiative/motivation, cooperation/relationships, problem analysis/discretion, accomplishing goals through organization, positive oral/written communication skills, leadership abilities, commitment to Affirmative Action, reliability/dependability, flexibility and ownership/accountability of actions taken.

Provides direct input on the development, design and maintenance of GIS datasets, geodatabases, SDE environment and related applications developed on top of ESRI’s ArcGIS.

Assists with data collection, attributing and editing of spatial data including data cleanup, data organization and map creation using ESRI’s ArcGIS software.

Assists in updating of parcel data using ESRI’s ArcMap/ArcGIS Pro and COGO data entry (coordinate geometry).

Performs QA/QC of project deliverable data for Orthoimagery, LiDAR, Parcels, or other contracts.

Demonstrates strong cartographic skills using ESRI’s ArcGIS Pro for creation of products for presentation both digitally and in hard copy format.

Familiarity with ArcGIS Server and ArcGIS Online.

Experience using Power BI to visualize data and provide high-level insights.

Relational database analysis and modeling knowledge.

Supports multi-modal working groups around equity-related metrics.

Develops, collects, and reports on baseline metrics with supporting documentation.

Incorporates metrics into existing data visualizations, scorecards, trackers, and decision support tools.

Develops data visualizations, scorecards, trackers, and decision support tools.

Generates periodic (e.g., quarterly or annual) metrics updates.

Generates plain-language descriptions of metrics for non-technical audiences.

Reviews and provides feedback on methodologies and metrics developed by other teams.

Works largely independently on larger data management and migration projects.

Provides advanced troubleshooting for applications and systems including resolution.

Provides advanced technical support for GIS related project activities.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and co-workers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.

Promotes and encourages a culture of compliance with all applicable rules (federal, state, local, Federal Acquisition Regulations, Code of Federal Regulations, Prime Contract requirements, etc.) for themselves and the company as a whole. Fosters an environment in which they will report any violations or reasonably suspected violation of CNI policy, FAR, and/or CFR and are comfortable discussing the myriad compliance, conflict, FAR, CFR, etc. issues that arise during the performance of a government contract.

EDUCATION / EXPERIENCE

Bachelor’s or Associate degree from a four-year College or technical college in geography, geographic information systems, surveying, civil engineering, and/or a natural resources field preferred.

A minimum of six (6) years of experience with the full suite of ESRI ArcGIS software, GPS equipment and CAD software is highly desirable. Experience using Power BI to create data visualizations is preferred.

Must have excellent communication (verbal, presentation, and written) and organizational skills. Excellent skills developing approaches to meet client needs/demands while staying within project budget guidelines. Excellent follow-up and time management skills. Strong customer service orientation and associated skills. A demonstrated proficiency in Microsoft Windows/Office and Power BI.

CERTIFICATES / LICENSES / REGISTRATION

JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES

Strong cartographic skills using ESRI’s ArcGIS Pro for creation of products for presentation both digitally and in hard copy format. Must be capable of developing and maintaining a SQL Server based database, migrate a MySQL database to SQL Server.

Ability to analyze and provide troubleshooting services for complex problems, recommending improvements, staying up to date on security vulnerabilities, new features, hardware, software, and feasibility determination.

Knowledge of how to prioritize workflow required.

Experience using Power BI at an expert level to draw data insights and create visualizations is preferred.

Ability to handle stressful and demanding situations without disruption of efficiency or professional demeanor required.

Ability to work flexible hours according to business demands; sometimes on short notice required.

Conducts research using the Internet and familiar with Social Networking.

Problem solving focused on innovation and creativity.

Provides support with tasks including, but not limited to, committee meeting agenda preparation and distribution.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discount, interest, commission, proportions, percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry.

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interrupt an extensive variety of technical instructions in mathematical or diagram from and deal with several abstract and concrete variable.

LANGUAGE SKILLS

Ability to read analyze and interpret common and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publications that conform to prescribed styles and format. Ability to effectively present information to top management, public groups, and / or boards of directors.

The pay range for this role is $33.37 to $42.50 per hour, with the final offer amount dependent on the candidate's geographical location, skillset, and overall applicable experience.
