Job Description

Duties

At the entry level of this position, you will:

  • Design, develop and implement new software applications to meet program needs;
  • Modify, test, install, implement, and support applications;
  • Provide technical advice and recommendations on the projects or delivery/task orders in relation to the design, development and deployment of IT systems
  • Coordinate activities with program staff in order to meet program needs and maintain compliance with industry and agency standards for software applications;
  • Ensure application of information security/information assurance policies, principles, and practices to the delivery of application software services;

When entering a Federal job at a grade level lower than the highest promotion potential level, you may be promoted to more complex duties and work more independently, as your career progresses. NOTE: Career ladder promotions are not automatic, and all eligibility and qualifications requirements must be met in order to progress to the next grade level.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. Qualifications

To qualify for this position, you must have either:

-IT-related experience demonstrating each of these four competencies: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail; 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations;

OR

  • A bachelor's or higher degree from an accredited or pre-accredited college or university in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. In addition to the basic requirements above, you must meet the following requirements:

To qualify for the GS-11 level, you need to have at least one year of full-time experience equivalent to the GS-9 level defined as Participate in the deployment of software applications or 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree

To qualify for the GS-12 level, you need to have at least one year of full-time experience equivalent to the GS-11 level defined as Deploying software applications that meet organizational needs; modifying, testing, software applications; assuring software and systems quality and functionality.

Your answers to the online assessment will be used to evaluate your competencies in the following areas:

  • Skill providing post development customer support for applications;
  • Knowledge of information assurance policies, principles, and practices;
  • Knowledge of software and programming techniques;
