This position is located in the Office of Government Ethics, Board of Ethics and Government Accountability (BEGA), an independent organization responsible for investigation and enforcement of the District's ethics laws and regulations with regard to District government employees, programs and operations. BEGA is responsible for administering the Code of Conduct applicable to all District government employees; receiving, investigating, and adjudicating violations of the Code of Conduct; training District employees on ethics standards; issuing rules and regulations governing District employees and public officials; administering the financial disclosure and lobbyist registration systems; and providing formal and informal ethics advice.
Duties and Responsibilities
Plans, organizes, and conducts complex, controversial, or sensitive investigations andother fact finding activities to collect relevant information, and make recommendations for resolution of assigned cases(s) related to ethical misconduct including conflicts of interest. Devises a plan of inquiry to obtain essential facts through interviews,observations, records, documents, and analysis. Collects and preserves evidence, determines methods of preserving and presenting evidence. Ensures compliance with District and federal rules and regulations for investigations of civil, regulatory, administrative, or criminal procedures. Incorporates evidence, documentation, and testimony into the fact-finding process and prepares a detailed written report of the case. Analyzes information, physical evidence, data, and correspondence, reads reports and records from various sources related to allegations of irregularity, fraud, conflict of interest, impropriety, and other ethics violations. Presents the investigative findings in comprehensive reports, setting forth all evidence of facts and circumstances with a view towards civil enforcement. Prepares reports, affidavits, and other related legal documents on findings at completion of investigation. Communicates information and reports and requests details from appropriate authorities. Presents preliminary findings, analyses, and recommendations to supervisors. Provide testimony in court or administrative proceedings.
Performs fieldwork which may include participating in surveillance, field interviews andinspections. Contacts federal, state, and municipal, civic, and business leaders, officers of lending institutions, and local agencies and authorities to obtain facts, signed statements, explanation of actions, sequence of events, and whatever related information he/she determines is required. Examines records, books, payrolls, reports, correspondence, and other data of consequence related to transactions, actions, or allegations under investigation. Verifies and corroborates all information obtained, presented, or alleged to establish accuracy and authenticity of facts and/or evidence. Provides advice and assistance to lower grade team members on problems encountered in the conduct of investigations. Prepares and serves administrative subpoenas to individuals and/or companies doing business in the District of Columbia to obtain evidence in pursuit of an official investigation.
Performs other related duties as assigned.
Qualification Requirement:
Candidates must possess one (1) year of specialized experience equivalent to the next lower grade level.

Working Conditions/ Environment
The work is performed in an office setting; however, duties may require frequent visits to conduct interviews of suspects and surveillance operations which may also require exposure to extreme weather conditions and frequent motor vehicle operation. Incumbent does not need to be proficient in the use of firearms and will not be required to carry a firearm.
