This position is located in the Department of Licensing and Consumer Protection (DLCP). The mission of the Department of Licensing and Consumer Protection is to protect the economic interests of residents, businesses, and visitors in the District of Columbia by licensing, and regulating businesses, and investigating and enforcing the Consumer Protection Procedures Act.

This position is in the Office of Enforcement and will report to the Chief Enforcement Officer. The Offce of Enforcement has oversight of investigating complaints involving possible violations of laws, regulations, mismanagement, gross waste of funds, abuse of authority, and violations of DLCP policy and procedures by DLCP regular and contractual employees. In addition, investigates complaints involving possible violation of laws, regulations, and abuse of authority by any DLCP licensee.

Duties and Responsibilities

The incumbent is responsible for planning, and conducting investigations involving allegations of fraud against the D.C. Government, theft, bribery, embezzlement, and misuse of government allocations. They will be responsible for conducting internal and external investigations, interviews witnesses, analyzes data, business and/or records, secures and maintains documentation, evidence, and other information; and prepares investigative reports/management reviews. They will also need to work in collaboration with other authorities on investigations.

Provides oversight and conducts integrity related investigations on employees and licensees. Works in collaboration with the Program Manager, Chief Operating Officer, DLCP Assistant General Counsels (Attorney Advisors), Assistant Attorney Generals, Board of Ethics and Government Accountability (BEGA) staff and other vested D.C. organizations. Conducts investigations to include allegations of waste, fraud, mismanagement, misconduct, abuse, and contract improprieties of DLCP employees and licensees.

Qualifications and Education

Specialized experience is experience which is directly related to the position which has equipped the individual with the knowledge, skill and abilities to successfully perform the duties of the position. To be creditable, one (1) year of specialized experience must have been equivalent to the next lower grade level in the normal line of progression.

Working Conditions/Environment

The work is primarily performed in the normal office setting. The work occasionally requires some physical exertion such as walking over rough, uneven, or rocky surfaces, long periods of walking, bending, stretching, and stooping, or recurrent lifting of moderately heavy items during investigations.

The incumbent must possess a valid driver's license to go to various locations throughout the city.

Tour of Duty: Monday - Friday 8:15am - 4:45pm

Pay Plan, Series and Grade: CS-1810-13

Promotion Potential: No known promotion potential
